EDITOR RECORDER:...
Jn 1907 the Legislature of Tex-
as appropriated for the needs of
State government $7,831,947.
The Legislature for this year,
1917, appropriated for support
of State governmffl^, $25,807 134,
an increase in tenyears of 334
per cent. Chapter 48, Art. 3, of
State-Constitution says: “The
Legislature shall not have the
right to levy taxes or impose
burdens on the people, except to
raise revenue sufficient for the
economical administration of the
government.” It seems to this
writer that it would take a great
stretch of imagination to believe
that enonomical administration
would increase 384 per cent in
ten years. Within the last ten
years our population has in
creased less than twenty-five
per cent, while tax^vihies have
increased seventy per cent. The
men and women working with
their hands are facing the prob-
lem of their existence. Are we
more at
increase in 1917 than in
And the end is nob yet.
9=
1907
What
■-----=^
will it be ten years hence
the same ratio of increase?
How many of the people know
that with the tax rate at the
highest possible limit there'will
be about three millions of dol-
lars unprovided for? Is it not
about time to throw on brakes?
Got. Roberts’ campaign slogan
in the early “80’s” was “pay as
you go, or don’t go,” and he left
a surplus in the treasury. What
are we all thinking about, any
way? Do we have any idea of
the number of employees on the
State’s payroll? Have afiy of us
ever investigated this increasing
cost of taxation, and are they
worth to the people what they
cost? Their names must be le-
gions. Whichever way you turn
you stumbe over them. Is the
government of Texas really and
truly the people’s government
or is it the governmnt of politi-
cians, by which the people are
exploited? When we begin to
figure up expenses—court and
jail house bonds, city corpora-
tion bonds, school and road
bonds and the coming conserva
tion bonds. Add to this the tre-
mendous burdens being laid on
the country on account of the
world’s greatest war. Is it not
getting high time for the people
to take their bearings and see if
the old ship is not sailing unex
1 plored seas and close on tn the
. breakers of financial distruction.
