Texans Have Right
To Know What Goes
With State Money
The citizens of Texas have
the right to know what hap-
pens at meetings of state
boards and bureaus whicn
spend state money and est-
ablish state policy.
That is the contention of
Rep Preston E. Smith of Lub-
bock, who pointed out that
the people now do not enjoy
such a privelege.
Smith is author of a bill
which would open the meet-
ings to the press and public.
The bill passed the House
of Representatives in March
by a vote of 118 to 4. It has
since awaited action in the
Senate. Lst week the Senate
voted down a proposal to
suspend the rules and take
pu the Dill out of regular
order.
"Time is getting away
from us,” Smith said, "and
there are going to be alot of
bill which will die for want
of action."
"I hope that this bill, that
opt ns the doors of board
meetings to the public, will
nut die. The people of this
state put up the money for
its operation, and when any
group of odicials gets togeth-
er tu talk about spending
mi r.ey, the people are entitl-
ed to know what the otliciaD
say."
Smith suggested that civic
minded Texans might wish
t i tell their Senators of their
interest in the measure, that
is House Bill 428.
"I do not see how secrecy
can be justified,” Smith de-
clared, "when these boards
| are discussing public policy
land public funds. Too many
(times controversial issues
have been decided behind
closed doors. That’s not the
.way democracy ought to
work."
