tor hesitated and finally refused to
accept the proposition of Maj Downs
to establish an organ under him and
do the publio printing It is that

jected and tho editor of the News
know all about it because Maj Card
well of tho Statesman told him ail

man knew of the proposition bo
cause it had rejected it and had tho

good reason why the Statesman

ception shown by the News in the
subsequent abstraction of a competi-

feasible or was it with the hope to
entrap Maj Downs into some expres-
sion that would implicate tho Gov-
ernor If it was solely the first purs
pose why was not tho interview de

purpose was it because Maj Dowis
would not subordinate his pet idea of
the organ to the pet ideaol tho News
