“The Federal Constitution”
The Federal Conatitution had
its birth during the Revolution-
ary-war. The spirit of union h
u >mmon sympathy, a conscious
n *£s of the light and feeling, de-
veloped rapidly as the war pro-
ceedi d. The development of the
spirit of union led to the most
dramatic situation in American
history; the evolution of a fund-
a nental law, eieating a frame-
work of government and defin-
iugits Darts and their intricate
relations, exit*esses tlie most
philosophic process in which
the American p«oplt have con
sciously participated.
On July 21, i775, Benjamin
Franklin, that good man who did
so much for thu American cause,
laid before Congress a plan of
union. Among its provisions
was one for the control of com-
merce by a congress chosen by
all the states, each state sending
a numbar of congressmen cor-
rewpovirfii g to its population.
Each meiuberof congress should
h*ve one vote and a minority
of the state asaemhlii e might a-
mend thu Constitution, A enm-
