LONE STAR STATE PHILATELIST.
a majority of the Board shall become
disqualified for acting, then the Presi-
dent shall fill the vacancies. They
shall file monthly with the Secretary,
the minutes of their meetings for
publication in the Official Journal and
render a true repo t to each annual
convention.
MEETINGS.
19. There shall be an annual meeting
of the members, held in April of each
year to be designated as the Annual
Convention, which is to be held on
such date and at such place as may
have been selecte at the last conven-
tion.
20. Prior to each Annual Conven-
tion the President shall cause a call
for the same, stating time and place
of the holding thereof, to be published
in the Official Journal at least two
months in advance.
21. At each Annual Convention the
President shall appoint the following
committees of three members each:
(a) Credentials; (b) Finance; (c) Ar-
ticles of Association; (d) Exchange
Department; (e) Official Journal.
22. A quorum for the transaction
of business at any Annual Convention
shall consist of seven members in good
standing present in person, three of
whom must be non-residents.
23. All questions of order and par-
liamentary law shall be determined by
reference to Robert's Rules of Order.
24. The following shall be the order
of business: (a) call to order; (b) roll
call: (c) appointment of committees;
(d) announcement of the opening of
the polls; (e) report of officers; (f)
communications; (g) announcement
of closing of the polls; (h) reports of
committees; (i) unfinished business;
(j) new business; (k) reading and ap-
proval of rough minutes; (1) adjourn-
ment.
AMENDMENTS.
25. These Articles of Association
may be altered, amended, or additions
made only by consent of two-thirds of
the members present at any annual
convention, subject however to a mail

Henry G. Askew is a native of Texas.
At the age of 17 he entered military
service in the war between the states,
and served about two years as adju-
tant of a battalion of eight companies
of Texas State Troops, and afterward
as first lieutenant of Confederate re-
serve corps. Was afterward post com-
mandant at Paris, Texas, and during
the close of the war was attached to
the staff of Brig.-Gen l Henry E. Mc-
Culloch. He began his avocation as
accountant at Shreveport, La., in '65,
and since then has "kept books" in
many lines of business-mercantile,
steamboat, U. S. I. R., banking, etc.,
all of which he was financially inter-
ested in. Was for several years di-
rector, secretary and auditor of rail-
roads now forming part of the "Cotton
Belt" system, and from 1886 to 1891
was actively engaged in large enter-
prises at Tyler, Tex. In 1891 he ac-
cepted the appointment of expert ac-
countant to the Railroad Commission
of Texas, which position he now holds.
He has filled the presiding officer's
chair, by election, in the chapter of
Royal Arch Masons, lodge of K. of H.,
lodge of K. and L. of H., and Golden
Crosb Commandery at Tyler, Texas.
Is a Knight Templar and Mystic Shriner
also. Mr. Askew devotes much of his
leisure time to matters of a scientific
and educational nature. His efforts
in promoting the knowledge of the
natural history of Texas, especially of
its molluscan fauna, have been recog-
nized by scientists far beyond the lim-
its of Texas. In Philately he is any-
thing but a specialist, collecting not
only stamps of every country, but also
postal cards and entire envelopes. He
has "on the side" a very interesting
collection of stamps on the original
covers.
Mr. Askew's home is at Tyler, Texas,
but during his official connection with
the state government he resides with
his wife and three daughters at the
