12th at the Freestone County
Fairgrounds.
Soehnge s grand champion
steer weighed 1,175 pounds and was
picked as the top steer out of the 23
steers entered in the show, Soehnge
was showing her steer in the
middleweight i lass.
The reserve champion steer was
exhibited by Richland Creek 4-H
Club member Brandy Barnes. Her
steer weighed in at 1,095 and was
in the lightweight class. Barnes
Watson Completes
Basic Training
Navy Seaman Recruit James H.
Watson, son of James R. and
Dolores A. Watson of 708 S.
Belknap, Mexia, Texas, recently
completed basic training at Recruit
Training Command, San Diego.
During the cycle, recruits arc
taught general military subjects
designed to prepare them for fu-
ture academic and on-the-job
training in one of the Navy’s 85
occupational fields.
Studies include seamanship,
close-order drill, naval history and
first aid.
The 1991 graduate of Mexia
High School joined the Navy in

TEAGUE 4-H CLUB MEMBER KATIE SOEHNGE (top photo) exhib-
ited the Grand Champion Steer at the 1993 Freestone County Fair. The
steer was purchased by The Big 12 Group for $4,100. The Reserve
Champion Steer was exhibited by Richland Creek 4-H Club member
Brandy Barnes and purchased for $2,500 by Watkins Construction.
Barnes also received the Showmanship Award.

barbecue sauce or catsup, mashed
potatoes, pinto beans/picante
sauce/biscuit/butter/honey, fruit

dog, mustard or catsup, macroni &
cheese, ranch style beans,

NOTICE TO PUBLIC OF NO SIGNIFICANT EFFECT
ON THE ENVIRONMENT AND NOTICE TO PUBLIC
OF REQUEST FOR RELEASE OF FUNDS

Published as a single document, this combined NOTICE: Finding of No
Significarrt Impact (FONSI) and Request for Release of Funds (RROF) is intended
to meet two separate procedural requirements of the National Environmental
Policy Act of 1969, Public Law 91-190.
TO ALL INTERESTED AGENCIES, GROUPS AND PERSONS:
On or about Septemer 6, 1993, the above named City of Teague will request the
Texas Department of Housing and Community Affairs to release Federal funds
under Title 1 of the Housing and Community Development Act of 1974 as
amended, to be used for the following project:
ACTIVITY
TEXAS COMMUNITY DEVELOPMENT PROGRAM
Water Improvements
Contract No. 702639
Project to be located in the city limits of Teague, Freestone County, Texas. A more
detailed description of the project and a map showing the specific locations of the
proposed improvements are available for public examination at City Hall,
105 South Fourth Avenue.
Finding of No Significant Impact
It has been determined that such request for release of funds will not constitute an
action significantly affecting the quality of the human environment and
accordingly the above named City of Teague has decided not to prepare an
Environmental Impact Statement under the .National Environmental Policy Act
of 1969.
The reasons for such decision not to prepare such Statement are as follows:
1. There will be no negative impacts on the environment as a result of the
proposed project.
2. Temporary increase in noise, dust, or other nuisance that will occur during
construction will be of short duration and low intensity and will cease on
the completion of the construction.
3. The project to be undertaken will not affect any known local, state or
national historic, architectural or archeological resource presently listed or
potentially eligible for listing in the national register of historical places or
in any state or local registry.
4. The project will not be affected by nor will it affect the 100 year flood plain.
5. No effect is expected on protected or endangered wildlife or vegetation.
An Environmental Assessment respecting the within project has been made by the
above named City of Teague which documents the environmental review of the
project and more fully sets forth the reasons why such Statement is not required.
This Environmental Assessment is on file at the above address and is available for
public examination and copying upon request in the office of the City Secretary
between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday.
Public Comments on Finding
All interested agencies, groups and persons disagreeing with this decision are
invited to submit written comments for consideration by the City of Teague, to the
office of the undersigned. Specify in your comments if you are addressing your
response to this Notice (FONSI). Such written comments should be received at
City Hall on or before September 3, 1993. All such comments so received will be
considered and the City of Teague will not request the release of Federal funds or
take any administrative action on the within project prior to the date specified in
the preceding sentence.
Release of Funds
The City of Teague will undertake the project described above with Community
Development funds from the Texas Department of Housing and Community
Affairs under Title I of the Housing and Community Development Act of 1974.
The City of Teague is certifying to TDHCA that the City of Teague and
Earnest Busby, in his official capacity as Mayor, consent to accept the jurisdiction
of the Federal courts if an action is brought to enforce responsibilities in relation
to environmental assessments, decision making and action; and that these
responsibilities have been satisfied. The legal effect of the certification is that
upon its approval, the City of Teague may use the Texas Community Development
Program funds and TDHCA will have satisfied its responsibilities under the
National Environmental Policy Act of 1969.
Objections to State Release of Funds
Texas Department of Housing and Community Affairs will accept an objection to
its approval only if it is on one of the following bases: (a) that the certification was
not in fact executed by the certifying officer or other officer of applicant approved
by TDHCA; or (b) that applicant's environmental review record for the project
indicates omission of a required decision finding or step applicable to the project in
the environmental review process. Objections must be prepared and submitted in
accordance with the required procedure (24 CFR Part 58.75) and may be
addressed to Texas Community Development Program, Texas Department of
Housing and Community Affairs, P. O. Box 13941, Austin, Texas 78711-3941.
Specify in your comments if you are addressing your response to this Notice
(RROF).
Objections to the release of funds on any basis other than one of those stated
above will not be considered by TDHCA. No objection received after
September 22, 1993 will be considered by TDHCA. The Chief Executive Officer of
the City of Teague is Earnest Busby, Mayor.
