be spared to ground the pupils
thoroughly and this can only bo
done by means of constant repeti-
tion. The task is discouraging but
necessary.
The Hon. Josiah Qaincy the
Massachusetts member of the na-
tional committee who h3d charge
of the distribution of educational
literature at the national headqaart-
ors last year .might well be in-
trusted with this more important
educational enterprise. New York

Because Tun Ni:ws happens to
differ with Mr. Cleveland on his
financial policy and on the question
of an income tax would bq to him a
ni3ttor of complete indiiterence
were it not for the fact th3t the
views held by The News are in
exact accord with views held upon
those two questions by the large
majority (of the sturdy Democrat
who have the honor to represent
th'ij state 'in the two houses of con-
cress. And the farther fact that
the position advocated by TheNlws
on the income tax is supported by a
majority of the Democratic mem-
bers of the ways and means com-
mittee is reasonably good evidence
that the view? of The New are
more in accord with the wishes of the
party than aro the views of the dis-
tinguished occupant of the White

gia and for a number of years the
advertising manager of that paper
and more recently of the Evening
News of Mobile Alabama has
been engaged to manage the city
advertising of this1 paper. He will
call on the business men of this
city and The News will appreciate

technical objection to the anti-lottery
law passed by the Louisiana
legislature and a new company has
been nrganized to test its constitu-
tionality. The supposed defect is
thus described in the Tinies-Demo
crat: "The sale of iottury tickets
is declared in the title a misde-
meanor whereas in the body of the
aot it is mide a felony these two
provisions being in such couilict
with each other as to nullify the en-
tire law and m3ke it unconstitu-
tional." If not intentional such
a blunder could only occur by the
grossest kind of carelessness in the
Louisiana law makers.

A Campaign of Education.
There is great need of another
campaign of educatiou. The men
who wore most prominent a few
years ago as Democratic educational
campaigners have forgotten their
rudiments. They need to renew
their lessons. It is a queer situa-
tion but just as the Democratic
masses completed their education
tho Democratic educator? relapsed
into ignoarnce. This ignorance
must bo dispelled. We must edu-
cate the educators.
Tho Democratic Nitional Com-
mittee is a proper board of educa
tion for the purpose. We suggest
that it begin its labors of instruc
tion at once by having printed on a
brge while card in black ink and
boldfaced type the following:

"We deuouueo Republican pro-
tection as a fraud a robbery of the
great majority of the American
people for the b?nefu of the few.
Wo declare it to be a fundmental
principle of the Deniooratic party
that tho federal government has no
constitutional power to impose and
collect tariff dutiee except for the
purpose of revenro only; and we
demand that the collection of such
taxes shall he limited to tho nocesa-
sities of the government when
honestly anil economically admin-
istered." A copy of this primer ought to
be put upon every Democratic con-
grpssnnn's desk and Bent to every
Democratic congressman's house or
lodgings in Washington and it
