On Aug. 8, 1922 in the tiny
community of Echo north of Orange,
Rebecca Cecile Tweet Havens was bom
to Thomas and Elizabeth Havens.
At about the same time on the other
side of town, Lutcher Stark and his
wife, Nita Hill Stark, were considering
adoping a baby. They had lost two
children, stillborn, and they wanted a
family. They traveled all the way to
Jamestown, Va. to get their sons, three-
month-old twins, Homer and William,
bom April 26, 1923.
Becky's daddy worked for the
Southern
Pacific Railroad. They
lived down near the tracks—on the
wrong side. *
... Homer's father was one of .the
wealthiest and most powerful men in
the area. His cousin, Edgar Brown, was
the other.
Those who didn't know them would
never expect the two to get together;
those who knew them would ever
expect anything else.
"We went through grade school
together,"
Becky grinned, "and both
graduated from Anderson School
together from the seventh grade in
1936.
"He was MEAN," she chuckled as he
grumbled, "Now, Becky!."

iMonday tentatively set the dates for
employee holidays for the upcoming
year.
Most of the dates are standard federal
holidays. However, several holidays fall
during weekends in 1999.
Because of this, commissioners had to
decide whether to take the Friday or Monday
off.
Orange County Judge Carl Thibodeaux
prepared the list for commissioners prior to the
meeting.
“I think the only day on here that we will
need to discuss is the Independence Day
observation,” Thibodeaux said.
However, Precinct 3 Commissioner Don
Cole raised objections to the selection of
Thursday and Friday before Christmas.
December 23 falls on a Saturday in the
coming year.
“I believe we would
be better off giving the
employees the day
after Christmas off
instead of (December
23). That would be
best for the women
because they like to go
shopping the day after
Christmas,” Cole said.
Precinct 4
Commissioner Bill Harland attempted to
explain that employees already have
December 26 off this year because the day
falls on a Sunday.
Harland concluded his discussion by saying,
“I’m not speaking for the women;
Commissioner Cole is doing that quite well
already”_
