"This new form of protection is be-
coming quite common, and, is one of
the contributing causes to depression
in the United States.
“Wholesale transference of Ameri-
can capital to other countries, where
it is being used to finance the manu-
facturing of goods of standard make
formerly made here and exported, is
a direct result of the high protective
tariff.
"The Smoot - Hawley law has
brought retaliation from other coun-
tries. But our infant industries, which
the tariff first helped to raise to the
stature of giants, now have a numer-
ous progeny scattered throughout the
world, making goads . inside foreign
tariff walls. It may be good business

operate plants abroad, but what be-
comes of the old argument that the
tariff is the mainstay of American
workers?”
