carried unanimously
Mrs Juanita Lozano gave report
on Current and Delinquent Taxes for
the month of July Tax collections
for month were $21,543.58
She also gave a report on the Tax
Holl Reconciliation 1983 tax
collection is now at 90 percent A
total of $1,436.037 09 has been
collected through August 13 Un-
collected taxes are $145,067 44
Mrs Lozano then gave a report of
Tax sales that were held this month
Sales were very good and all but a
few lots were sold She said that she
did not have the results of the sale
because they were not finished She
informed the board that Albert
Maher delinquent tax attorney,
would be glad to make a presen-
tation to the board at the regular
meeting in September on tax suits
brought against the school by Stock-
man National Bank on bank stock
values
Mr Ramirez, superintendent,
explained that policy update No. 23
has to do with H B. 246 and H B. 72
and recommended that the board
adopt it as policy. The motion to
adopt Policy L'date 23 from the
Texas Association of School Boards
was made, seconded and carried

Sacred Heart Church has an-
nounced the schedule for religion
classes, which began Sept. 16. The
weekday classes are from 3:15 to 4
p.m with first grade Monday, fourth
and fifth on Tuesday and sixth on
Wednesday.
Second and third grades are
Sunday 9 to 9:45 a m The seventh,
eighth and ninth are Sunday 11 to
11:45 a m. The Confirmation class
|tenth] is also at 11 a.m.
The youth group will meet Wed-
nesdays at 7:30 p.m.
All classes meet in St. Vincent
Hall, except first grade which meets
in Guadalupe Hall.
Holy Eucharist will be held at 6
p.m Sunday at St. Timothy's
Episcopal Church. The Sept. 30th
service will be at 10 a.m.
The Fifth Sunday fellowship
dinner will be held at 12:30 p.m.
Sept. 30th at First Baptist church.
Mass will be held at 12 noon
Sunday at the Fowlerton mission.

on a Department of Human
Resources Child Abuse Agreement
and recommended to the board that
they enter into an agreement with
the DHR in regards to child abuse
Motion was made to adopt the
Department of Human Resources
Child Abuse Agreement and to
further direct the superintendent to
inform the staff of agreement and
the need to adhere to it by the staff.
Motion seconded and carried
unanimously.
Ramirez presented a proposal for
Reduction in Force Policy for non-
contract employees to the board.
Motion was made to adopt the
policy, seconded and carried
unanimously.
Then Ramirez presented the Five
Year Plan Evaluation report for
consideration and approval Motion
to approve the report was made,
seconded and carried unanimously.
The superintendent reported on
the proposed campus schedule for
high school. Junior High School and
Elementary schedules were also
submitted to the board. Roy
Rodriguez asked to address the
board about the proposed schedule
for high school. The board president
responded by explaining that the
schedule had been prepared by the
administration and suggested he
discuss the schedule with the ad-
ministration since they had been
directed by the board to prepare
School. Miss Madie Daniel, Negro
School, Mrs. Virginia Hodge.
Their calender shows that September
2-6 was Teacher's Institute. September
9th school opened. Only holidays were
Thanksgiving, Christmas, Febrary 22.
which was Arbor Day and Library Day.
Section on tuition.. .pupils under seven
or over seventeen prior to September 1,
1912 were entitled to free tuition if they
lived in the school district. All other
paid tuition. Primary children $2 per
month and other grades $3 per month.
Section on athletics states that the
question of "Public Play Grounds” has
now become of National importance. The
men and women who have at heart the
welfare of the boys and girls of American
realize that the proper development of
the body requires proper exercise, and
these men and women are giving their
time and money to establish suitable
places in the crowded cities. The esta-
blishment of these playgrounds results
in increased healthfulness, improved
mentality, and a lessening of the vi-
ciousness characteristic among the
crowded tenement dwellers of the city.
Believing that exercise has a proper
place in the curriculumn, for the last four
years, it has been the policy of the schools
of Cotulla to foster all sane forms of ath-
letics, and to end, Baseball, Basketball.
Tennis, Croquet, Swings, Trapeze,
Horrizontal Bars, Rings and etc. have all
been arranged for and are participated
in by all the pupils, under the super-
vision of the teachers.
Section on corporal punishment states
that only thirty two cases occured during
the entire term, which was considered
a good record for a school of this size.
They believed that the highly efficient
system of discipline that they had owed
itself success in a large measure to the
fact that the children had the opportunity
to take part in games at the recess period

Mauro Perez asked that the item
be placed on the agenda again for
the next meeting No action waa
taken.
Mrs Diana Martinez. Food Ser-
vices Director, made a presentation
to the board on the state's procedure
for verifying income for qualifying
for free and reduced price meala. No
action was taken.
Bobbie Jones reported to the
board his findings for the purchase-
lease of a vehicle to transport En-
cinal teachers from Cotulla. Motion
was made for Mr. Jones to advertise
for bids to purchase a vehicle for
teachers to drive to Encinal Motion
seconded and carried with 4 for and
2 against.
Motion was amended to also
authorize board president to open
bids and award bid. Motion
seconded and carried 4 for and 2
against.
Bobbie Jones made a report on
bids and cost estimates for the
construction of a walkway at En-
cinal. The two bids received were
Junior's Welding $4,673 and
Callaway Construction Company
$4,973. Jones recommended Junior's
Welding also do concrete work for
walkway for $850.00. Report only, no
action taken.
At this time Roy Rodriguez asked
the board to be allowed to read a
letter to the board from concerned
band parents in regards to the
proposed high school schedule.
Rodriguez was allowed to read the
letter and then thanked the board for
their time.
The board then went into
executive session and when they
returned motion was made to raise
the salary of Lupe Vela, School
Mechanic and Johnny Vela. School
Electrician, $20 .00 a week. Motion
seconded and carried unanimously.
Motion to table action on
Reduction in Force was made,
seconded and carried unanimously.
Motion was made to create the
position of High School Assistant
Principal. Motion seconded and
carried unanimously.
Motion to hire Marvin Keith
O'Dell as a junior high school math
teacher. Motion seconded and
carried unanimously.
Motion was made to adjourn,
seconded and carried to adjourn.
