Richard Mendenhall of Baytown was dri-
ving to a job interview on Sept. 11, 2001
when a breaking news announcement on
the radio made him stop in his tracks — a
terrorists had hijacked planes and crashed
them into the World Trade Center.
Mendenhall had ample cause for con-
cern. Five of his relatives worked in the
building, and his father was scheduled to
fly to San Francisco from the East Coast
that morning.

Baytown city officials haven’t closed
the book on the dilapidated Taft Circle
Apartment complex just yet.
Depending on the decision of Baytown
City Council and the tenacity of a new
owner, the latest chapter will have one
of two titles. =» deuaolition or renova-
tion.
Although the complex's new owner.
Glenn Lee, told Council last month
that his firm received a letter of inter-
est from a party willing to complete
rehabilitation, that buyer “didn’t work
out,” he said.
“We spend every day working on
that,” Lee said. “We’re willing to work
with a buyer, but it would be easier for
us if we didn’t have that demolition
order.”
Lee’s firm, Texas Funding, fore-
closed on the property in early August
after previous owner Robert Rood
failed to comply with a repair agree-
ment drafted by the city. The violation
revived a demolition order filed in
2005, but Lee appealed to Council for
an extension of the repair agreement.
Council ultimately denied the
request and authorized city administra-
tion to go forward with an asbestos
survey of the property and to solicit
bids for demolition. ■
