AUSTIN, Jan. 16.—Gov. Col-
quitt's bi-ennial message to the Leg
islature, consisting of about 40,00<i
words, was road in both Houses to-
day. Chief among the features of
the message were:
The Governor urges the prompt
passage of the proposed new liquor
law, providing for the closing of all
saloon, in Texas at 9.30 p. tn. and
Providing that cities may close them
earlier than that hour if desired.
The Governor recommends the
.abolishment entirely of the fee sys-
tem of remunerating county and
Precinct offices in Texas and urges
as a substitute that all state and
county officers be placed, on a sal-
ary basis.
He favors reform of prison mat
ters and promises to s^nd in a spe-
cial message dealing with this sub-
ject later on.
He advise, the repeal of the au-
tomatic tax law and suggests the
changing pf the state’s fiscal year,
now ending August 31, to conform,
to th ecalendar year.
He recommends liberal appro
priation. for all of the State's elee-
mosynary and educational institu-
tions. '
