Needy Disabled
May Now Receive
Aid from (State ?
, Until recently Texas made no
provision for taking care of needy
physically disabled persons, other
than the needy blind. But now,
under a ball passed by the Regu-
lar Session of the Fifty-fifth
Legislature (H. B. 78) other dis-
abled persons may obtain public
welfare assistance.
To become Eligible for assist-
3mce, the needy person must first
establish by competent and quali-
fied medical, examination that he
meets certain standards of dis-
ability. Generally speaking, he
-must l>e disabled through some
physical or mental impairment,
^iisease or loss, or a combination
of both physical and mental im-
pairment.
His condition must be not like-
3y to change, or be.xprogressive
and not ersponsive to treatment,
or require treatment that is con-
tinuous, extremely hazardous or
of questionable benefit. The con-
dition must make him an invalid
or necessitate considerable help
from others in getting about.
Persons who meet the above
requirements are< considered to
be permanently and totally dis-
abled. The same holds true if a
person’s physical and mental im-
pairment is such that he requires
dose and constant supervision or
personal care by others, or if he is
not a likely subject for vocational
rehabilitation.
Needy persons who can thus
prove themselves permanently
and totally disabled are eligible
to receive Public Welfare assist-
ance under the following circum-
stances:
1. If 18 years of age or older
but less than 65 years of age.
2. If a citizen of the United
States iwth residence in Texas
for five years or more within the
last nine years preceding the date
of his application for assistance,
and has resided in the State of
Texas continuously for one year
immediately preceding the appli-
cation.
3. Ef such applicant is not at
the time of receiving assistance
an inmate in a public institution
(except as a patient in a medical
institution) or is not a patient in
-an institution for tuberculosis or
mental disease, or has not been
diagnosed as having tuberculosis
or-psychosis*and is a patient in a
medipal Institution as a result
thereof.
4. If he is not receiving Old
Age assistance, Aid to the Blind,
or Aid to Dependent Children.
5. If he has not disposed of
property, either personal or real,
for the purpose of qualifying or
increasing need for assistance.
The State Department of Pub-
lic Welfare determines whether
or not a person is in need by the
application of reasonable rules
and regulations. The purpose of •
the act is to provide reasonable
financial aid compatible with the
health and decency to those with-
out resources of their own for
such purpose.
(This column, prepared by the

atomey .who is fully advised con-’
ceming the facts involved, be-

Thanksgiving
Dinner Held at
Christian Church
Following the Sunday morning
service at the First
Church, approximately
hers observed an early
giving with a bountiful
Fellowship Hall.
Special guest was Miss Eliza-
beth Smiley, who conducted the
morning service. Miss Smiley, a
missionary from India, is attend-
ing Brite College in Fort Worth.
The table in the shape of a
cross, was beautifully decorated in
the Thanksgiving theme. In the
center of the cross was a gold
cornucopia, the symbol of abun-
dance, flowing with fruit, inter-
mingled with straw flowers and
autumn foliage. Miniature tur-
keys, pumpkins and gold cornuco-
pias were placed at intervals on
the table. Thanksgiving napkins
completed the decorations.
Mrs. Dick Jones and Mrs. W. R.
Clemons were co-chairmen of the
dinner arrangements and Mrs.
Deverl Jones was chairman of the
decorating committee.
