Dear Virginia:
Recently I received a plas-
tic safety razor and a pack of
blades in the mail. The ac-
companying letter said that
for $5 I could keep the “new-
design” razor. Since I had not
ordered the razor and the
blades, I ignored the letter
and kept them anyway. About
two weeks later, I got a bill
for $5 for the razor, which 1
also ignored. Today I received
.the bill again.
Am I obligated to pay for
something I did not order ?

Dear Consumer:
No. The whole business of
sending you unordered mer-
chandise is illegal under the
Postal Reorganization Act of
1970.
There are two exemptions
to the law: (1) samples of
products that are marked
“free” and (2) merchandise
of charities seeking contribu-
tions. In the first case, you
cannot legally be billed for

Dear Virginia:
I know the Federal Gov-
ernment is banning hazard-
ous toys, and that’s a good
thing. But is anyone doing
anything about Christmas
tree decorations ? Last year I
saw some plastic stars and
snowflakes that had danger-
ous sharp points. I didn’t use
them because I was afraid
my small children might get
them off the tree and hurt
themselves.

ones off the market. The bu-
reau and representatives of
the decoration manufacturers
are particularly concerned
about glass ornaments that
shatter and ornaments with
sharp points or edges, such
as you described. I hope to
give you and my other read-
ers more information before
it is time to decorate the
Christmas tree this year.

; in the
second case, you are under no
obligation to make a contri-
bution to the charity in order
to keep the merchandise.
The general rule is that if
you receive unordered mer-
chandise of any kind, you can
consider it a gift and do what
you like with it. You do not
have to pay for it. It is illegal
for the person or firm mail-
ing it to you to dun you for
it or to send you a bill.
So you should keep the
razor and blades as a gift,
and you should report the
matter and any future un-
ordered merchandise to the
Federal Trade Commission,
Washington, D.C. 20580. FTC
investigates such illegal prac-
tices for the Postal Service.
By alerting the FTC, you
can help it crack down on
these illegal practices and
prevent such businesses from
making money off innocent
consumers.

Dear Consumer:
That’s up to you if you
think the insurance offer is
the best available. Many com-
panies are fine, but others
promise one kind of insurance
coverage and give you some-
thing else—if any coverage
at all.
Call or write to representa-
tives of insurance companies
operating in your area and
ask them about their com-
pany’s coverage and premi-
ums. Make some comparisons.
Since you have never heard
of the mail-order insurance
company, you might want to
