.The De Leon Riding Club has begun a new year with the election of
Health-insurance costs top the list
of problems for Texas small
businesses, according to a recent,
nationwide study of small-business
problems and priorities.
The study, just released by the
National Federation of Independent
Business, finds Texas small
business owners agreeing with the
national sample in ranking the high
cost of health insurance number one
on the survey. The second most
critical problem, both nationally and
in Texas, is the cost and availability
of liability insurance. In addition,
Texas small businesses agree with
the national survey in ranking cash
flow as the third most important
problem.

118,183 deaths of Texans in 1985.
Completing the top 10 list of death
causes were(5) chronic bronchitis,
emphysema, asthma, and allied
conditions -3,730; (6.) pneumonia
and influenza -3,521; (7.) suicide-
2,236; (8.) homicide-2,213; (9.)
diabetes mellitus-1.911; and, (10.)
certain conditions originating in the
perinatal period-1,412.

Stluka noted that small business is
one of the most important sectors of
Texas* economy. “The small-
business sector creates more than
half of the new jobs and employs
more than half of the private work
force,” he said.

practices, according to Dr. Robert
Bernstein, Commissioner of the
Texas Department of Health.
He said that even older people can
benefit from these lifestyle changes.
Young people, Dr. Bernstein said,
should be aware that most heart
disease in older people is the result
of many years of bad habits.
He cited smoking as the single
most preventable cause of heart
disease and cancer.
Indicators of possible heart ills
such as diabetes , high blood
pressure, and tendencies toward
obesity usually can be controlled
with the help of a physician, Dr.
Bernstein said. In addition, high
blood cholesterol levels and lack of
exercise can be corrected by the
individual, he said.

Texas small-business
cash flow has been a
problem for several years,” said
Robert Stluka, governmental
relations director for the
NFIB/Texas. A prompt-pay bill was
adopted during the 1985 legislative
session, but just became effective
this past July.
“Passage of prompt-pay was
crucial in getting small businesses
monies due to them from state
agencies,” Stluka said.
“Slow payments by the state
discouraged many small firms from
bidding on state contracts, because
it caused serious cash-flow problems
for them,” he added.
The NFIB-the nation's largest
small-business organization with
more than 500,000 members-
conducted the survey of more than
3J90 small-business owners from
nine states, including Texas, in
January 1988. Respondents were
asked on a scale of 1 to 9 to rate the
severity of 75 potential problems.
A similar survey was conducted
by the NFIB in 1982. The group’s two
