would eeem.interested Americans
say, the extension of his present
power over the territory to be
acquired would be the same as I
a definite pronouncement from
the Quirinal that the entire in-
dependence of the Pope was rec-
ognized. It now is in every re-
spect, and quibbling over a tech-
nicality is a quibble over form
and not substance. There was i
; i hesitation on the part of the .

i icans alone were concerned in
j the enterprise. They did not
: want any European power, es-
pecially a Roman Catholic power,
to assist in the solution of the
Papal question.
