I have worked in this process

North Plains Groundwater District,
and have seen how the process of
implementing rules is done. There
will be a process of local meetings
providing input to the District and
then the rules will be determined.
I would not say that this process
was easy and without disagree-
ments, but by having local people
in charge, sensible and manageable
rules were developed that will meet
the DFC and still keep producers m
