Dear Fellow Texan:
.'Mrs. Yarborough and I
returninc to Texas for the
mainder of the year after ad
journing one of the longest Con
gressional sessions in history
We will be home to visit with
friends around the slate before
returning to Washington for the
second session opening in Jan
ua'ry
The high cost of the Vietnam
war forced Congress to cut sup-
port for many domestic pro-
grams this year, but on the
whole it has been a productive
year Last week we approved
two especially important bill's/
the Federal Pay Bill of ISfif a/l
the military pas increase/for
our armed forges. /
As Chairman of the Senate
Postal Affairs Subcommittee. I
dedicated many hours til hear
ings on lymblems and the! finan-
cial neefls of our Post lOffice
DepartZient The Post Office is
probaply the most personal ag
encyin our federal government
It serves virtually all of our 200
million Americans, handling
/nore than 82 billion pieces of
mail last year To handle that
great volume we must have the
most up-to-date equipment and
Well skilled and dedicated pos
tai workers
The Federal Pay Bill provides -
a six per cent raise this year i
for. all postal workers, effective I
Oct. 1, 1967, because of the ns- I
ing coft of living, with another |
five pef cent next year to bring |
the pay of postal workers in line fl
with salaries workers receive in |
private business The raises are I
for the 700.000 postal cmphi'ces I
throughout the nation
A separate section of that bill. I
the federal section raises salar- I
ies for the other two million civ- I
ilian employees of the federal I
government /by »per cent
These two bills, postal pay and
Civil service pay. reach more
than 150-.000 Texans The co-J
of living has risen in the Knifed
States over the past few years,
and federal wages have not kept
the pace Government work
era earn less today than work
era doing the same level of 1
work in private business
Finally, we have approved the
military pay bill to rai-e the
sometimes incredibly low wages
which we pay the 31? million
men and women who serve our
eauntry in uniform This bill
provides an across-the-board
raise of 5 6 per cent for all <
members of the Army. Navy,
Air Force. Marines. Coast
Gaard, and for the related ser-
vices We have some 200.000
active duty service men and
women in Texas, along* with
their families, and they will all
benefit from (his pay raise
In addition to increasing base
pay. the bill raises allowances
for wives and children of mem
hers of the armed forces and in .
seme instances provides a more
realistic housing allowance to
cover off base rents
