MANILA (AP) - A Navy flo
tills steamed toward Subic Bay
today to help speed an Aineri
can exodus, and Filipinos
devastated by Mount Pinatubo
complained that their govern-
ment failed to prepare them for
the volcano’s fury.
“We were really caught flat-
footed. They had not expected
anything of this magnitude,"
said Gov. Bren Guiao of Pam-
panga province, where about
120,000 refugees were seeking
help.
More than a week of erup
tions have covered the coun-
tryside with ash and debris,
contaminating water supplies
and knocking out almost all ser-
vices in some areas. Food and
fuel were difficult to find for

from Yokosuka, Japan, should
arrive in Subic Bay on
Thursday.
“It’s about time we left,” Lisa
Hedland of Ware, Mass., wife of
Air Force Sgt. Jeff Hedland,
said as she prepared to board
the U.S. cruiser Long Beach at
Subic with her 15-month-old
daughter, Ashley.
"It’s been horrible this past
week.”
In Olongapo, adjacent Subic
Bay, long lines formed at bread
shops but merchants rationed
customers to one small loaf
each. Streets were buried
under a foot of ash, and drink-
ing water was polluted with
mud and debris.
Soft drinks doubled in price
to 71 cents a bottle. Banks were
many Filipino victims.
The Red Cross reported at
least 146 deaths from the volca-
no, about 50 miles northwest of
Manila, and warned that dis-
ease could spread.
Relief workers also feared
mq^e landslides could increase
the number of homeless. An
estimated 200,000 Filipinos
have been forced from their
homes, many of which col-
lapsed under the weight of rain-
soaked ash.
Scientists said today that
Mount Pinatubo appeared to be
calming after a series of huge
explosions Saturday that col-
lapsed sections of the 4,795-foot
mountain, which burst to life
June 9 aftgr,more than 600years
of dormancy.

than 200,000 residents were,
running out of cash.
In Angeles, adjacent Clark,
dozens of desperate residents** ’
smashed storefronts with crow-?,
bars on Monday in search of
food.
Many Filipinos complained.
they had not been adequately.
warned of the destructive pow- :,
er of Mount Pinatubo.
“The government gave us no
help,” said Estrella Lacson, 52, ,
a housewife in Angeles. , .
The Philippine Institute of

At least three minor earth
tremors were recorded today
and a small eruption dumped
fresh ash on Clark Air Base,
which is 10 miles east of the vol-
cano and is among the largest
U.S. military facilities
overseas.
About 15,000 troops and their
familes evacuated Clark last
week to Sutftc Bay naval base,
which was subsequently blank-
eted with about a foot of ash.
On Sunday, all 20,000 military
dependents in the Philippines
were ordered out of the
country.
Military officials are attemp-
ing to remove all the depen-
dents by the end of the week,
and more ships have been
pressed into service.

Magnitude of eruption wasn't foreseen, Filipino officials say
Eight Navy vessels, including
the aircraft carrier Midway,
were bound for Subic Bay today
to help with the evacuation.
Since Sunday, more than
7,000 spouses and children
have boarded 10 warships,
including the aircraft carrier
Abraham Lincoln, to be ferried
350 miles south to Cebu to
board flights to the United
States.
Ash has forced the closure of
Manila’s airports, and officials
said they would decide Wed-
nesday whether they would be
reopened.
Chief Petty Officer Jerry
Moore said about 2,000 depen-
dents were expected to leave
Subic Bay today and Navy offi-
