The Texas Department of Health
H (TDH) and the Advisory Commis-
■ sion of State Emergency Communi-
H cations (alsoknown as the 9-1-1 Com-
mission) will combine their expertise
in creating six regional poison con-
trol centers to serve Texas. When
operational, the centers will be linked
to the state’s 9-1-1 emergency sys-
tems to ensure the fastest possible
telephone response to poisoning
More than 160,000Texans, about
60 percent of whom were children,
suffered accidental poisoning last
year. According to health officials,
the state’s existing poison centers,
have long been underfunded andover
loaded.
Galveston’s Texas State Poison
Center, which was called upon in
more than 32,000 poison crisis
throughout the state last year, has lost
its national accreditation because it
| has had to compromise the quality of
I its services, primarily its capacity for
I rapid response. Also because of an
I overload (more than 70,000calls last
I year), the North Texas Poison Cen-
ter, funded by Dallas* Parkland Hos-
pital and the Dallas Hospital District,
was forced io charge for services to
outlying cities and counties, refusing
services io areas which did not pay.
El Paso already has been forced to
close its center for lack of ftmds.
Limited services remain available in
Amarillo and Temple.
Dennis Perrotta, chief of the *IDH
Bureau of Epidemiology, said, “Poi-
son control in Texas has been in an
emergency condition ofitsown. Even
EMS and emergency room personnel
have been getting busy signals dur-
ing life-threatening emergencies ”
Perrotta said that the 73rd Legis-
lature came to the rescue of the poi-
son centers by creating new funding
to establish a network of regional
centers in Galveston, Dallas, El Paso,
Amarillo, Temple and San Antonio.
The state will collect a surcharge on
intrastate long distance calls the fund
the new centers. Ute state’s 9-1-1
services already are funded through a
similar surcharge.
TDH will manage the financial
grants to fe cental Uto 9-1-1
Commission, conductpqiaon preven-
tion programs and lend technical as-
sistance. The9-1-1 Commission will
coordinate rapid communications
between local emergency units and
the poison centers. Funds are re-
quired to be availabte through grants
by September 1994.

1 operators,** Perrotta said.
Perrotta added that assuring poi-
son center availability not only will
save lives of victims needing emer-
gency treatment, it also will reduce
