tract distributed by one of these
concerns which provides that the
signer shall pay ten dollars to the
other party to the contract to as-
sist the signer in securing appoint-
ment as postmaster. There is a .fur-
ther stipulation that twenty dol-
lars more is to be paid when the
signer is confirmed as postmaster.
The recipient agrees to represent the!
signer before the post office depart-
ment ami the Civil Service Commis-
sion. The impression is given, al-
though not expressly stated, that
the jierson to whom the money is
paid can in some way help the
signer to an appointment. There is
a “joker” in it in these words of'
the contract: “If within your power
to do so.” , That is, if the applicant,
fails and complains the “coach” can '
say that he did his darndest.
