an enemy country, viz., Germany or Austria-Hungary, and vho would
therefore originally be classified in Claso V, Division E, are not el-
igible on any terms for admission to the Students Any Training CorpS.
6. Aliens, whether declarant or non-deciarant, who are subjects
of the enemy country, Austria-Hungary, but uho by reason of belonging
to the oppressed races under that sovereignty are hostile to that
government and are therefore in spirit not alien enemies are as yet
formally in the same status as those cf paragraph 5 above. But the

gress authorizes the formation of a Slavic Legion, including Jugo-Sla:s,

do not desire to serve in the United States Army, will be discharged

consult with nearest agent of the Depart-rent of Justice to ascertain if

discharged. If investigation discloses that he has had an opportunity
to apply for discharge and has expressed a willingness to serve, he will
not be discharged.
8. The instructions contained in paragraph 7 above are not to be
construed to prohibit the discharge of enemy alien soldiers who by their
