the second Tuesday in November,
1949, at which election all ballots
shall have printed thereon (or in
counties using voting machines the
said machines shall provide for) the

thorizing the Legislature to provide
for the establishment and creation of
hospital districts”; and
“AGAINST The Amendment to the
Constitution of the State of Texas

III of the Constitution of the State of
Texas authorizing the Legislature of
the State of Texas to provide for the
establishment and creation of hospi-
tal districts; providing for the Gov-
ernor’s proclamation and submission
to the electorate.
BE IT RESOLVED BY THE LEG-
ISLATURE OF THE STATE OF
TEXAS:
Section 1. That Article HI of the
Constitution of the State of Texas be
and the same is hereby amended by
adding to said Article a new Section
to be designated as Section 60, read-
ing as follows:
“Section 60. The Legislature shall
have the authority to provide by law
for the establishment and creation of
hospital districts in the counties of
this State under such conditions as
the Legislature may fix by law, and
to provide for the support of said
districts by a tax on the ad valorem
properties situated in said counties;
: providing, however, that before any
such district shall be created it shall
be approved by a vote of the people

WASHINGTON.—Chairman Wal-
ter F. George (Dem.) of Georgia of
the Senate finance committee Sun-
day called for immediate tax reduc-
tions to , “increase our national in-
come.”
He set forth six ways to make cuts
at once.
The Georgian declared the tax j
burden on individuals and corpora- I
tions now is “a major obstacle to
continuing economic expansion.” He
contended that lower tax rates stimu-
late business—that reductions are I
the “answer to our tax problem.” I
George spoke out for elimination of
waste in our home and foreign
spending as “our chief need.” |
But Sen. Edward Martin (Rep.) of I
Pennsylvania said in a statement
that efforts to chop appropriations
were being lost “by a small margin
of votes.”
Martin said that the late logjam of
appropriations means that in the fi-
nal rush to adjourn there won’t be
time for careful consideration of each
item and “millions of dollars that
might have been saved will be hand-
ed over to the bureacrats.”

said clauses on the ballot, Jeaving the
one expressing his vote oh the pro-
posed Amendment, and if it shall ap-
pear from the returns of said elec-
tion that a majority of the votes cast
are in favor of said Amendment, the
same shall become a part of the Con-
stitution of the State of Texas.
Sec. 3. The Governor of the State
of Texas shall issue the necessary
proclamation for said election and
have the same published as required
by the Constitution and Laws of this
