tors will decide when and If the
higher salaries should be paid. If
votera believe It ahould not be giv-
en or should not be effective this
fall they will vote against its
adoption
There are other observers who
believe it would be wiser to pay
legislators possibly $20 or $25 a
day for a 120-day session.
They say this would attract tal-
1 men wh-e—eou-kl—take—oLL
that long fijom their businesses be-
cause the salary would justify ab-
sence.
At the same time, they, point
out, a man should not be draw-
ing^ pay while he actually is not
serving as would be the case
were an annual salary authorized.
Certainly there are arguments
bn both sides of the issue. It will
be up to the voters to decide if
they believe paying more money
will result in better legislation.
There is an old saying that you
get just what you pay for. This
might be true in legislative fields-
If it isn't, it is not likely that
anytime soon voters will be given
n chance to reduce the, salaries.
Regulating pay qf members of the
legislature isn’t like in Operating
a business. For the legislators
themselves have to make the first
move. Instances are rpre where

Anti-salary raise debaters
their arguments as:
1. If members of the 49th ses-
sion had "wanted to do the right
thing” they would have provided
any increases should become ef-
fective with the 50th session be-
ginning in January, 1917. Instead,
they fixed it so that if approved
by t^ie people they would be ef-
fective about September 25 —
when election results would be of*
flclally proclaimed. Though not
in session, members would be paid
for three months of this year and
12 months in 1046 while actually
I not working for the state.,
2. While legislates authorized
n nTsjdimu-m.raise of 15 per eent*
for low salary bracketed state
employes, they Advocated boosting
‘their own pay from $l,i00 during
a two-year term to $7,300.
. 2. The higher pay would not
necessarily attract men and wom-
en of more talent for a person
earning $3,600 a year now is not
likely to give up his job to suffer
the uncertainties of politics.
4. By being on an annual sal-
ary, legislators would be prone to
be lengthy. There is no limit on
how long they may remain in ses-
sion iqjer 120 days. This would
keiqp business in a turmoil be-
cause of tfie threats of various
