and the grounds owned by said
city adjoining and surrounding said
lake: Defining the terms "lake,"
"dam" and "grounds" as therein
used: making it unlawful for any
person to wilfully or mischievously
injure property on said grounds, or
to swim or bathe ir. said take or
to wade therein without hip boots,
or to camp on sa d grounds except
on some portion thereof prevn usly
designated by the Bourd of Com-
missioners of said city, or t-> de-
posit or cause to fall upon, or wil-
fully leave any fish, fowl, flesh,
fruit .vegetable, fecal or other or-
ganic matter subject to decay in
said lake or on said grounds, or
to discharge any gun, pistol or
firearm on said lake or said
grounds except where a shotgun is
fired at waterfoul under a license
to hunt issued by said city, or on
said lake or grounds to use loud,
boisterous, obscene, vulgar or in-
decent language, or swear or curse,
or yell or shriek, or expose his
person, or rudely display any pis-
tol or other deadly weapon, in a
maimer calculated to disturb the
peace, or to erect or maintain any
dwelling house or cabin oil said
grounds, or to drive on said
grounds any motor vehicle iii a
reckless manner or in a manner
calculated to injure the person or
property of any person or in ex-
cess of thirty miles per hour, or to
use or have in his possession in or

fish from said lake, or to fish,

iU.R:—A scientist who helped as-
semble the first atom bomb says
the L'nited States should tell how
many of the bombs it has on hand.
Dr. Robert F. Bacher, physicist
at the California institute of tech-
nology, said the government
should release all information a-
bout the bomb which is not vital
to national security.
"Democracy will work only if
our citizens are well informed on
vital issues," Bacher told the 54th
annual convention of the Congress
of Parents and Teachers yester-
day.
"The future of our dqjnocracy
rtiay depend on what we ao about
atomic energy,' 'he said.
The physicist said disclosure of
most developments in nuclear
physics would not give any infor-
mation to the Russians which they
do not already have.
He charged that because of
"the fallacious belief that in so-
crecy there is security" some
"deeply rooted domecratic princi-
ples" have been bypassed.
Bacher also told convention del-
egates that development of the hy-
drogen bomb could limit research
into peacetime uses for atomic en-
ergy.
"Short-sighted use of all fission-
able material for weapons may
lead to a national catastrophe,*
he said. "Our fissionable material
is a more vital national asset than
all the gold in Ft. Knox."
Other speakers yesterday includ-
ed author and library science
teacher Doris Gates of San Jose,
Calif., State College and President
Clark G. Kuebler, Ripon, Wis., col-
lege.
The convention also approved a
platform calling for a campaign in
"home, school, church, community,
nation and throughout the world
to advance the idea that peace be-
gins on our streets, in our streets,
in our home and communities."
"We realize that the most im-
portant child welfare issue facing
us today is the maintenance of
peace in the world, that unless we
accomplish this purpose our child-
ren will have little opportunity foi
growth, freedom or even life it-
self," the platform said.

Cecil Yankey, 41-year-old Hills-
boro, O., odd jobs man, today fac-
ed death in the electric chair be-
cause he talked his way ^ut of a
life sentence.
The Ohio supreme court yester-
day upheld his conviction and
death sentence and set June as
the date for Yankey's execution.
Originally sentenced to a li'e
term for the bludgeon slaying in
1947 of Leroy Woodland, 7t, a
Highland County old age pension-
er, Yankey studied law in Ohio
penitentiary and won his frey^m
on a legal techicality.
Arrested immediately and tried
again, he was found guilty and
sentenced to die March 2S. The
Appeals court upheld his c^M^ic-
tion, overruling Yankey's "aim
that he had been placed in double
jeopardy—tried twice for the same
crime.
Yankey first won his freedom
when he discovered he had been
sentenced by only one judge after
pleading guilty. The law requires
that sentence be pronounced by
three judges.
