ty, Texas:
Notice is hereby given that an
election will be held on the 23rd
day of May, 1953, «in all election
precincts in Stephens County, Tex-
as, atjthe respective voting playes
and upon the proposition fully stat-
ed in the following Commissioners'
Court Order.
ORDER FOR ROAD BOND
ELECTION
The State of Texas
County of Stephens
On this 30th day of April, 1953,
the Commissioners' Court of Steph-
ens County, Texas, convened in
special session at a special term of
said Court, at the regular meeting
place in the Courthouse at Breck-
enridge, with all members thereof
present, viz:

There came on to be considered
the petition of D. T. Bowles and
more than fifty other duly quali-
fied resident property taxpaying
voters of Stephens County, praying
for an election upon the question of
authorizing the issuance of road
bonds and levying ad valorem taxes
in payment thereof, which petition
is as follows, to-wit:
PETITION FOR ROAD BOND
ELECTION
The State of Texas
County of Stephens
To the Honorable Commissioners
Court of Stephens County, Texas:
We, the undersigned duly quali-
fied resident property taxpaying
voters of Stephens County, Texas,
who own taxable property within
said County and who have duly
rendered the same for taxation, re-
spectfully pray your Honorable
Court to order an election to be
held in and throughout said Steph-
ens County, Texas, to determine:
Whether or not the bonds of said
Stephens County, Texas, shall be
issued in the amount of $90,000.00.
bearing interest at the rate of not
exceeding 8?4' per annum and
maturing at such time or times as
may be deemed most expedient by
fhe Commissioners Court of said
County, not later than 15 years
from meir date, for the purpose of
the construction, maintenance and
operation of macadamized, gravel-
ed or paved roads and turnpikes
or in aid thereof in said Stephens
County, Texas;
And whether or not ad valorem
taxes shall be levied on all taxable
property in said County subject to
taxation for the purpose of paying
the interest on said bonds and to
provide a sinking fund for the re-
demption thereof at maturity.
Respectfully submited this 27th
day of April, 1953.
It appears affirmatively to the
Court that said petition is signed
by more than fifty duly qualifeid
resident property taxpaying voters
of Stephens County who own tax-
able property in said County and
who have duly rendered the same
for taxation, and that the amount
of bonds therein proposed together
with all other indebtedness of
Stephens County incurred and out-
standing under Section 52 of Arti-
cle 3 of the Constitution of Texas
and statutes enacted pursuant
thereto will not exceed one-fourth
of the assessed valuation of real
property in said County, and that
said petition is in all rescepts in
conformity with law.
It is therefore ordered, adjudged
and decreed by the Commissioners'
Court of Stephens County, Texas:
That an election be held in and
throughout Stephens County, Tex-
as. on the 23rd day of May, 1953,
which is not less than 30 days from
the date of this Order, to determ-
ine:
Whether or not the bonds of said
Stephens County, Texas, shall be
issued in the amount of $90,000.00,
bearing interest at the rate of not
exceeding 314 '/t per annum and
maturing at such time or times as
may be deemed most expedient by
the Commissioners' Court of said
County, not later than 15 years
from their date, for the purpose of
the construction, maintenance and

In the event such bonds shall be
authorized an/1 issued, then ad va-
lorem taxes are to be levied an-
nually on all taxable property
within said County sufficient to
pay the annual interest and pro-
vide a sinking fund to pay the
bunds at maturity.
Such election shall be held in
each and all the election precincts
of Stephens County, as hereinafter
more fully set out, and the follow-
ing named persons are hereby ap-

returns thereof shall be governed
by the General Laws of the State
of Texas when not in conflict with

thereof, shall constitute proper no-

tion of such notice in a newspaper
of general circulation published in
said County for three full weekg,
the first publication to be at least

Arkansas attorney general's office
Friday accused the State of Indi-
ana of violating the civil rights of
a Negro widow and expectant mo-
ther by "deporting" her to avoid
welfare payments.
An opinion issued by the attor-
ney general's office Thursday, wri-
tten by Assistant Attorney Gener-
al James L. Sloan, said 22-year-old
Mrs. Ruth Lacy was returned ag-
ainst her will to La Fayette coun-
ty, Ark., by order of Allen county,
Ind., Justice of the Peace Elmei
Stults.
Mrs. Lacy had applied for wel-
fare payments in Indiana when her
lusband died.
"It is my opinion," said Sloan,
'That the action of the State of
Indiana in deporting Ruth Lacy
•vas a violation of her rights as a
■itizen of the United States."
