DRAWS FROM RACE.
With fifty-three membership agree-
ment blanks signed, the Bay City Re-
tell Merchants’ Association is now as-
sured and will be in active operation
by the latter part of next week. Tills
information comes from A. B. Hillan,
assistant secretary and organizer of
the Retail Merchants’ Association of
Texas, who is in the city instructing
the local secretary, as well as install-
ing a first-class credit rating bureau
for the new organization.
Mr. Hillan also announced that the
officers and beard of directors of the
new association had selected Jules
Ducros as the focal secretary and he
is assisting tho State official with the
card Index system for the local office.
The work of preparing the rating lists
for the individuals is aboe’ com'l1ct”d
i nd they will be distributed to the
members of the association tomorrow-
morning.
President John Sutherland of the
Retail Merchants' Association an-
nounces tlia.t next Wednesday night
there will lie a general meeting of the
business mens’ organization, hh at

fore returning to his headquarters at

Austin, Texas, February 18.—The
beard of pardon advisers today insued
.i statement embodying rules for the
guidance of person* applying for ex-
ecutive clemency to prisoner*. The
statement relate* the clemen- y pro-
gram of Governor Ferguson and sets
< ut that the rules submitted have the
sanction of the governor, hi addi-
tion to the commutation for good con-
duct authorised by statute it is the
tiiin of tile governor, according to the
statement, to grant additional com-
mutation of sentence for observance
ol prison rules and M<>r diligent and
efficient service. For failure to main-
tain deligent and efficient service or
tor the breaking of rules prisoner*
shall forfeit their right to commuta-
tion under the plan outlined.
The statement continues:
"It is Hie desire of tlie governor to
have as little formality in regard to
applications for pardon as possible,
so that the most humble may seek ex-
ecutive clemency If they believe rea-
son* exist for its exercise.
“The board of pardons will aid all
deserving and friendless convicts in
having tlieir requests for clemency
brought to the attention of the gov-
ernor. To tills end it is intended that
the member* of the board shall visit
the penitentiaries, as the law directs,
and secure such data as will be of
1 elp in suggesting in what cases and
to what extent clemency might
granted-.”

Hugh B. Eidman Expects Prosperity

Hugh B. Eidman, chief of the fire
department at Bay City, and a prom-
inent merchant in the Matagorda
County town, was in Houston Thurs-
day and said that prospects were good
in his county for good crops this
year, which meant prosperity for that
section. “Bay Cityit.es never give up
no matter how black tho cloud may
be, and we know that good times are
ahi ad,” said Mr. Eidman.
Mr. Eidman said that Bay City ex-
pected t*> buy a piece of motor driven
fire fighting apparatus soon and that
the city council is also figuring on
putting in the Gamewell fire alarm
system in a small way. Bay City has
one of the best volunteer fire depart-
ments in the State and very few fires
have proved too much for the depart-
ivent.—Houston Post.

j Mr. Harry Burkhart, who is en-
gaged in developing a beautiful home
in East Bay City, informs us that lie
is going to build up a herd of Gernsey
j cattle, having a start now which lie
' ill breed up as fast as conditions
will justify. He says the Gernsey,
which is close kin to the Jersey, is
about 10 per cent larger and 10 per
cent better all round than the Jersey,
and that he expects good results from
those lie is now raising. Mr. Burk-
hart states that he believes the fu-
ture prosperity of Matagorda County
ieats largely upon the progress of the
dairying industry and dairy cattle.
He speaks advisedly because there is
1 not a man in tho county perhaps who
has given the cattle business more
thought than he or who is better
versed as to the possibilities of the
cuttle business. Dairying, no doubt,
wHl soon become a prominent and
dominant feature in the industrial
arena of our county, although other
things will have to go along with it.
