on the way to the Post Office.
Another fallacy is that the dogs
causing all the problems are strays; they
don’t belong to anybody. Not so.
Mistreat one, and you will soon find that
somebody, somewhere, owns him - even
occassionally feeds him if absolutely
necessary. Most likely though, the dog
will not have a collar or a rabies
vaccination.
The problem is difficult but there are
obvious solutions. Whether a dog is
harmless or not is irrelevent. Old Shep
belongs to Joe Doe. He belongs in Joe
Doe’s yard, not Joe’s neighbor’s yard.
If that seems too much to ask, then
possibly Joe should take a walk through

As those who have been keeping up
with local progress know, the city now
has a dog pound, complete with sanitary
concrete slab foundation, barbed wire
top, running water and isolation cages for
canines with violent tendencies.
What the pound doesn’t have is dogs.
It’s empty because: (1) it’s new (2) the
city doesn't have a dog catcher because
no one wants to risk their fingers picking
up old Shep and (3) there is no leash law
saying old Shep can’t run into anybody’s
yard he wants to as long as he has a
license. Even so, there are loose dogs
without licenses. Sunday, for example, an
elderly lady tells me she counted 17 in
front of the Post Office. She didn’t check
her mail because as she says, “I don’t run
very well any more.”
There are other reasons as to why the
pound is empty. Most of them are less the north side (and sometimes the south)
obvious - more psychological than
anything else. It has become almost a
cliche to say “A dog is man’s best
friend.” Councilman Dub Maddux, for
example, says that fooling with a man’s
dog is probably more dangerous than
asking his wife out - and he may well be
correct.
And there is another problem. What
does the city do with the dogs no one
