Under the split payment system,
those who paid half their current
tax by Dec. 31 have until March 31
to make the last half payment.
Collections are swelling steadily
as the deadline nears and the divid-
ed payment program is apparently
increasing in favor annually, Neale
said
City assessing for 1939 taxes is

of this month, he added. The board
of equalization probably will con-
vene by April 10 this year, in an
effort to eliminate delay in making
up the tax rate and budget, for

American Cotton Co-operative As-
sociation, told the House agricul-
ture committee today rayon and
other substitutes constituted a grave
danger to the cotton industry.
"These substitutes form a more
serious threat than foreign produc-
tion In our foreign markets," Wil-
liamson said. "And when we raise
artificially the price of cotton, we re 1
encouraging the substitute* ”
He said rayon was replacing mar-
kets for about 3.500.000 bales of cot- ;

The biggest dispute still involved
in the government reorganization
bill is one that calls up ghost* of
old Senate filibusters
It Is an argument over a tech-
nicality—not a dispute over policy
Even Senator Byrd (D-Va), who
has had as much to say about re-
organization a* any other Demo-
crat. does not complain very loud-
ly over basic provisions of the bill
which the House passed last week.
Byrd says most of the objectives
for which he had been working
have been included in the House
bill It specifies economy shall be
one of the principal purposes for
remodeling the government. It
leaves with Congress the acceptance
or rejection of changes proposed by
the president
The manner by which Congress
accepts or rejects these changes,
however, Is the breeding ground
for future arguments.
Under the House bill, when the
president would shift an agency i
from one branch of the govern- i
ment to another, his action would
become effective in 60 days unless
formally voted down by both
Houses of Congress.
The bill does not specify, how-
ever, that no filibuster shall be
countenanced in the Senate in be-
half of one of the changes. House
rules are such as to prevent such
a talking match there, but senators
can talk as long as they please

their 50th wedding anniversary
Sunday at their home, with their
