AT PATTERSON INSTITUTE
A new branch of the. Y. M. C. A
with 50 members was organized Fri-
day afternoon among the students of
the Lydla Patterson institute by boys'
work secretary W. A. Young of the
central bod v. Secretary S. J. Brlent
of the Y. M. C. A and president A.
Reynolds of the Institute were also
instrumental In the organisation. A
campaign for new members will be
inaugurated.
The officers selected were: Felix E.
Soto president; Carlos A. Brieto vice
president; Abel Gomez secretary; Pa-
blo Velasco. advisory secretary; An-
tonio Reyes treasurer. The physical
culture committee will be in charge
of Hoises Gardes; the religious com-
mittee in charge of Hipollto Rami-
rez the social committee in charge of
Samiro Lanes and the rew members
committee will be under tbe direction
of Ivors Herrera.

A meeting of the civic committee of
tbe chamber of commerce was held
Monday noon at the University club.

Karl Roberts spoke advocating; en-
tering the work of the various clubs
and associations of El Paso which are
working upon plans for the better-
ment of civic conditions with the civic
committee of the chamber of com-

Internal revenue A. S. Walker at
Austin deputies I. D. Logan and M.

Burleson Raises Domestic
Telegraph Rates 20 Per-
cent; "Needs Money."
Washington. D. C. March 31. In-
crease of ? precent in domestic tele-
graph rates effective April 1. was an-
nounced by postmaster general Burle-
son. .
The Increase was agreed upon at
a meeting of the federal wire board
and was made necessary Mr. Burle-
son's announcement said to meet the
"increased cost of operation occas-
ioned by wage increases now in ef-
fect made during the past year.
Mr. Burleson added that the ad-
vance would be "barely sufficient for
this purpose."
The order affects both government
and commercial messages but it was
announced there would be no increase
in special press rates for newspapers
or in charges for special wires leased
by press associations and newspapers.
Under the order however commerc-
ial and government leased wires will
be charged for at an advance of 29
percent over existing rates whether
such wires be furnished by a tele-
graph or a telephone system under
government control.
Text of Order.
Mr. Burleson's order says:
"The following schedule of domestic
commercial telegraph rates shall be
effective from April 1 1919 and con
tinue until otherwise ordered:
Present rate 25 cents. 2 cents for
each additional word; 30 2; 35 2; 40.
3; 50. 3. 60. 4; 75 5; JL. 7.
"Xew rate. 30 cents 2.5 cents for
each additional word; 36 2 5; 43. 2.5;
48. 3.5; 60 3.5; 72. 5; 90 6; 31.20 8.5.
"Day letters and night letters shall
be computed as at present but
charged for on the basis of the Above
rates. Night messages will be charged
for at an increase of 20 percent over
existing night message rates.
"Commercial and government leased
wires shall be charged for at an ad-
ance of 20 percentum over existing
leased wires rates whether such wires
be furnished by a telegraph or tele-
phone system under government con-
trol "The telegraph rates for domestic
United States government telegrams
are increased 20 percent over the
present government rate."
