ond that the border races are no
longer willing; to contlnne the fight
and are prepared to make peace with
' the Bolshevists; third peace between
Russia and the border states will in-
evitably leave the great powers no

against the Bolshevists in their turn
since thev have no avenne of ap-
proach by land once the border
statea have made peace.
Wo have. then to recognise at the
owtsot that the Rasslan policy of the
nations which were allied and asso-

states have become hostages for the
Bolshevists. Now that Denikine. Koi-
chak and Yudenitch have been sound-
ly beaten the time la at band when
the Bolshevists may be able ts mass
armies against the Poles or Finns

shamelessly desert these border races
they will have either to defend them
which moans now war and the dis-
patch of armies to the Rssstan fron-

of public sentiment or they will have
to buy the Bolshevists off by recog-

As for the Bolshevists they need
peace as much ss any one above all
they need to have the fatal blockade

the real menace to Bolshevist su-
premacy. To get the blockade lifted
and obtain recognition by the west-

ognise the Independence of Finland
of the Baltic provinces of Lithuania
and Poland and tlie Rumanian pos-

regard to the peace settlement Tur-
key politically is taking a position
of sound reasonableness relying upon
the Judgment and also the justice of
the allied powers as did Austria In
order to secure the best terms possi-
