He has survived the no-confidence votes precipitated by
Moshe Dayans dramatie abdication as foreign minister
thanks in no small part to Dayan s disinclination for the time
being to team up with the opposition in the Knesset
But with the parliamentary base of Begin > anything but
harmonious coalition eroding the economy in decline and ent
icism of his policies at home and abroad on the rise the end
theoretically could come at any time
Not that anyone at home or abroad is really expecting
Begin to be bounced in the near future True poll* indicate
that were an election to be held today he would probably lose
But there is no Consensus as to an acceptable alternative
This accentuation of the negative has become something of
a common denominator in Israeli affairs of late There seems
to be a much stronger awareness of what is not wanted than of
what is Even Dayan whose resignation protested the domi-
nant government faction s stonewalling on the Palestinian
issue was unable to specify what he would deem an accept-
able solution to that puzzle
The most positive aspect of the situation may be that devel-
opments, most prominently Dayans departure which has
deprived the government of its most personable and per-
suasive representative, are likely to compel a reassessment of
policies and possibilities that might otherwise be resisted
Which brings us back to interests common to Begin and
Carter Reassessment could or could not be one of them
There understandably may be great temptation in Washing-
ton to take advantage of the present uncertainty in Jerusalem
to press for a more accommodating attitude in the dragging
negotiations with the Egyptians
This might be in the short-term interests of Washington and
especially of a Jimmy Caner heading into the primaries and
in need of whatever achievement badge* he can come by But
the long-term, as Carter s own Mideast troubleshooter Robert
Strauss warns would likely be something else again Israeli

further complicate the already convoluted efforts to negotiate

Poor John Connally
Ever since shifting his pre-presidential campaign emphasis
from corralling Republican support in the Midwest to spelling
out a new U.S policy for the Mideast he has heard little but
criticism Except of course, from assorted Arab quarters
which have no complaint with his equating of an assured U.S.
oil supply and talking tough to Israel
Editorial flack has been profuse the diplomatic establish-
ment is appalled and Republican rivals are bumping into each
other in the rush to disagree
About all he seems to have accomplished is to make himself
the focus of attention in the preliminary jockeying for the
Republican nomination raising his public recognition (actor
several notches above everyone else in the pack with the cus-
tomary exception of Ronald Reagan

If Jimmy Carter and Menachem Begin could afford the
time out from their respective domestic preoc upations for a
brief troubles-sharing ehat they might find much in common
at the moment
Both are having tough going with recalcitrant legislatures
Both are being challenged by the courts in the exercise of
their presumed executive prerogatives Both have serious per-

to describe as threatening
