the infrastructure of New
Mexico Tech's park, Lattman
said.
The infrastructure — elec-
tricity. water, land prepara-
tion. roads — has been com-
pleted, and some of the real
work is beginning.
The park already has two
tenants, and "we would like
to see eight to 10 companies in
there." Lattman said.
But the school has some
tough competition from other
schools that have research
parks, he said.
"We have to offer
something for our research
park which is either unique or
outstanding," Lattman said.
And New Mexico Tech does
just that It is the home for
facilities such as the Ter-
minal Effects Research and
.Analysis group, which ex-
amines the effects of ex-
plosives and weapons
systems components on
everything from airplanes to
ships.
Aerojet Ordnance Co. of
Tustin, Calif., has an ex-
plosive technology center at
the park that is used to
fabricate and test a variety of

Texas, more so than in most
other states, there's a close
linkage between municipal
government revenues and
local economic conditions,
says a community develop-
ment specialist with the
Texas Agricultural Extension
Service.
Dr. Gregory S. Taylor, Ex-
tension community develop-
ment specialist and project
supervisor, points out that
Texas municipalities obtain a
large proportion of total
revenues, relative to other
states, from local property
taxes, sales and gross receipt
taxes and charges for ser-
vices provided He adds that
Texas cities rank third
among the 50 states and
District of Columbia in terms
of percentage of total general
revenues derived from local
sources. At the same time,
the state ranks 31st in local
municipal revenue collected
per capita, and is well below
the national average of $433.

these sources are dependent
on the status of the local
economy,” Taylor em-
phasizes. A growing
economy, he notes, will pro-
vide increased revenues from
these same sources, while a
declining ecnomy will lead to
decreased revenues.
Cutbacks in federal

will cause a proportionate in-
crease in dependence on
these local sources, Taylor
says. Presently, many local
economies in Texas are
declining because of the cur-
rent economic situation in the
agriculture and oil and gas in-
dustries, and municipalities
that derive resources from
