On motion of Senator Herring, and
by unanimous consent, the resolution
was considered immediately and was
adopted.
Senate Concurrent Resolution 4
Senator Herring offered the follow-
ing resolution:
S. C. R. No. 4, Providing for the
closing of State Offices at 11:30 o'clock
a.m., January 21, 1969, for Inaugural
Ceremony.
Whereas, The Honorable Preston
Smith and the Honorable Ben Barnes
will assume the offices of Governor
and Lieutenant Governor, respective-
ly, of the State of Texas, at In-
augural Ceremonies at noon on Tues-
day, January 21, 1969; and
Whereas, All citizens of the State
of Texas are cordially invited and
urged to attend the Inauguration and
other activities in conjunction with
this occasion; and
Whereas, It is proper and desir-
able that the many employees of the
State of Texas be afforded the op-
portunity to participate in the In-
auguration of the Honorable Preston
Smith and the Honorable Ben
Barnes; now, therefore, be it
Resolved by the Senate of the
State of Texas, the House of Rep-
resentatives concurring, That all
state offices be closed, emergency ser-
vice excepted, beginning at 11:30
o'clock a.m. on January 21, 1969, so
that all State officials and employees
may witness the Inaugural Ceremony,
the parade, and other activities
planned for this event.

by unanimous consent, the resolution
was considered immediately and was

Whereas, It has been customary in
all ages for governments to recog-
nize this relation by elevating the
poet to the same plane as a states-
man and military leader; and
Whereas, The recognition of out-
standing poets in this State and their
elevation to places of honor will have
a wholesome and beneficial effect on
literature in this State; and
Whereas, The Legislature of the
State of Texas has for several ses-
sions established the policy sought
by this Resolution to be continued;
now, therefore, be it
Resolved by the Senate of the
State of Texas, the House of Repre-
sentatives concurring, That there
shall be named a committee of five
(5) to appoint and designate some
outstanding and recognized poet who
is a citizen of Texas, who shall be
Poet Laureate of the State of Texas
for the year beginning May 1, 1969
and ending April 30, 1970, and a
Poet Laureate with like qualifications
to be designated for the year begin-
ning May 1, 1970 and ending April
30, 1971; that said committee shall
consist of two (2) members of the
Senate to be named by the Lieuten-
ant Governor, two (2) members of
the House to be named by the Speak-
er, and the said committee shall meet
with the Governor who is hereby
designated as the fifth member of
the committee; or if the Governor
does not serve, he is hereby author-
ized to designate the fifth member
of the committee.
The resolution was read.
On motion of Senator Herring, and
by unanimous consent, the resolution
was considered immediately and was
adopted.
