After a trip which carried him ;
to every port on the American
Pacific Atlantic and Gulf Coasts
Hon. John A. Fox special direc-
tor and exponent of the purposes
and' objects of the National Rivers
and Harbors Congress came to
Brownsville to visit the coast in
this vicinity and to deliver an ad-
dress and he will leave in the firm
belief that Brazos de Santiago Pass
and Laguna Madre bay form one
of the six great natural land-
locked harbors of the Unite States.
On these would he recommend
that the government do enough de
velopment work to put them in
first class condition. Brownsville
people knew that they had one of
the best natural harbors in the
world but the committee which
accompanied Mr. Fox to Point
Isabel the Pass and Tarpon Beach
yesterday were not prepared for
his expressions of enthusiasm as
for the first time he gazed out
across Laguna Madre and saw
there what in his eyes which
have seen only recently every
port of the entire United States
coast one of the best harbors in
the world.

Confederate Veterans Will Par-
ticipate in Ceremony A
Notable Gathering.
An interesting feature of the
holiday which the public school
will have on Thursday (day after
tomorrow) will be the unveiling
of a portrait of President Jefferson i
Davis the honored chiet ot the
late Southern Confederacy. This1
ceremony will take place aoout
half past two o'clock in the as-
sembly hall at the public school.
As previously announced tne
school will have a picnic at the
"school grounds on that day.
The unveiling of the portrait is
in consequence of the action of the
last meeting of the State Teachers
Association which requested the
public school teachers of Texas to
present to their respective schools
a portrait of President Davis and
to have the same unveiled with ap-
propriate ceremonies on a day set
nnnrt for the Duroose. Ihe last
i
session of the state legislature set
aside Jefferson Davis' birtuday
which falls on June 3 as a state
holiday but as that date occurs
after most of tne schools of the
state have closed for the summer
vacation the Teachers Associa-
tion reauested that a day before
the end of school be chosen for the
ceremony instead of the birthday
of Davis.
Thus the Brownsville school has
decided to have the presentation of
the portrait made on the day nam-
ed. The presentation will be made
the occecion of the gathering of the
Confederate veterans of Browns-
ville and this vicinity of whom
there are about thirteen. They
will preside at the ceremony and
their presence will add a very ap-
propriate and noteworthy feature
to the event.
The portrait is'a large steel en-
handsomely framed and

history of water-way improvement
from the time of Clinton ana
Washington to the year 1856
when water transportation was
outdone by the railroads. "Now'
he continued "we have about 220-
000 miles of railroad." In effect
he said.
"While we think of water-ways
we must not forget that we owe
to the railroads the greatest de-
vplnnment of our country. We
must get away from those populistic
ideas against the railroads. The
agitation now prevalent all over
the country against them must be
