WASHINGTON INEA‛
Some officials here now believe that the North Viet-
namese will not be content to launch fresh military adven-
tures just in Cambodia this year but will try an attack in
South Vietnam
The argument is simple Hanoi intends to exert its maxi-
mum possible influence on South Vietnam's elections this
fall for congress and the presidency Our military men are
guessing that the enemy considers maintenance of its
fighting credibility" within South Vietnam to be an in
dispensable part of that undertaking
U.S. judgments are, not surprisingly, that such an as-
sault would come at the easiest point of entry through
the Ashau valley from the Ho Chi Minh trail, toward the
northern salient stretching from Hue down to Da Nang
and perhaps beyond
There is high confidence in official circles that an attack
there not only would be successfully repelled but that
enemy forces would in the process be badly chewed up
The feeling is Hanoi may decide it must make the effort
at any cost
Appraisals of probable enemy intent sometimes shift
rapidly in this capital Only a short time ago. I reported-
on the basis of contact with high sources—our expectation
that the North Vietnamese might soon start a major drive
in Cambodia along a line running northwest-southeast
above Phnom Penh An anchor point in that line is Kom
pong Cham
The view was that this endeavor would be made to clear
the way for full-scale Red reoccupation of the old sanc-

these crucial South Vietnamese zones except from big
"springboard” bases across the Cambodian border near-
by.
Different possibilities now are being held out First,
there is less conviction that major Red movement will
come as early as the approaching Tet period. It would not
surprise experts here if it came at any time in the pres-
ent dry season extending to May, or even if some under-
takings were begun in the wet period It has happened
before
Moreover, the belief is no longer so strong that Hanoi
will seek a direct frontal confrontation in Cambodia at all
With the advertised expectation that sizable South Viet-
namese forces would go to the Cambodians’ aid in defense
of a line through Kompong Cham, the North Vietnamese
could decide that the cost of the effort in men and mate-
riel would be too great
Military men in Washington put harder emphasis today
on the prospect the enemy might choose what it sees as
an easier alternative That is the strangling of Phnom
Penh’s economic life to bring down the Lon Nol govern
ment
The objective, it is suggested, would not be to engineei
a complete take-over by Hanoi but to install a neutral'
government which would immobilize the improving Cam
bodian army and possibly open the way painlessly to
Hanoi’s reoccupation of vital southern sanctuaries

The problem has been relatively minor so far But dur-

could rise to something like 60 million gallons each year,
it could become something else again, dwarfing our pres

The result is by now all too-well-publicized: We are Hoffman was a Jewish
K drowning in our own garbage. With soil and water pollu-
tion epidemic on a national scale and major cities fast
running out of dumping areas, we are only beginning to
face up to the problems—and cost—of cleaning up our
own mess. 7
In such a situation, it is certainly no comfort to realize
that we may not have seen anything yet. Without a little
foresight, the waste problem could become much more
serious—literally deadly serious.

With 16 nuclear generators now operating, another 56
are under construction and almost that many again are
on order or being planned.
The atom, however, despite a popular-science image of
laboratory spotlessness, is anything but a “clean" source
of power. Atomic waste, for the most part, is not the
visibly filthy, smelly carbon throwoff of conventional
power plants but hot "soup,” the radioactive liquid run-
off of refining processes utilizing immense quantities of
' water.
The pollution potential is obvious—and catastrophic
The preferred means of disposal has been burial, in .
natural caverns and huge, sealed tanks. Present plans
call for more of the same. _____
But according to a recent and disquieting Wall Street
Journal report, there would seem to be reason for some
concern as to whether more of-the same is adequate.
Much of the estimated total 60 million plus gallons of
waste produced so far in the atomic era is buried uncom-

“So Whot's Your Rush?"
At present, atomic power is not a significant contributor
to the nation’s total energy supply—something like 1 per
cent of electric power. The atom has not yet lived up to
the glowing forecasts, now decades old, as a source of
limitless, inexpensive power. And it may never do so.
But nuclear-generated power, even though it may
never take over completely, must inevitably become an
increasingly important energy source. As power demand
escalates, fossil fuels become scarcer and more expen-
sive and technological advances bring costs closer to
traditional production methods, economics alone will dic-
tate increasing use of nuclear power.
, .. 011 2., •j. '
Current predictions are that by 1660, nuclear power will
account for 20 to 25 per cent at total electricity output.
By the end of this century, according to no less an author-
ity than Atomic Energy Commission Chairman Glenn T.
Seaborg it should rise to 50 per cent.
