The Harlow's Farm to Market
Road was included in the 1982 ap
proved list project, but right-of
way acquisition has been held up
due to problems in relocating the
various utilities along the road
way.
Sucks noted it was finally decid
ed, rather than wait indefinately
for the relocation of underground
telephone lines, to move the road
site slightly.
"We’re going to move the road
to the west on the north-south
stretchtnd to the south of the east
west stretch,” Stacks said.
State highway engineers had
hoped to use the existing county
road right-of-way for the central
portion of the Farm to Market
Road. The necessary additional
right-of-way would then be ac-
quired at the county’s expense on
both sides of the existing road-
way.
But with the decision to shift the
roadway west and south, all of the
additional right-of-way will come
from the west side of the north-
south section and the south side of
the east-west section.

Williamson County, a murder in
Hale County, a murder in Ector
County, three murders in <4on
tgomery County, a murder in Fort
Bend County, and a co-defendant
with Toole in a murder in Howard
County.
Toole is also indicted for a se-
cond murder in Howard County.
Lucas and/or Toole have been
mentioned as suspects in seven
murders in Travis County, seven
murders in Harris County, three
murders in El Paso County, two
murders in Parker County and
single murders in Grimes. Walker
and Wise Counties of Texas.
In a string of murders across the
south and southwest: Toole is in-
dicted for one murder in Florida
while Lucas has been charged but
not indicted for eight more in
Florida; the pair are co-defendants
in one murder in Louisana while
Toole is charged with two other
murders in that state.
Wells said officers hope to mor
dinate their efforts, either clarify
the information against the pair or
remove doubt in some cases and
generally try to help coordinate
court and trial dates as well as
questioning of Lucas.
“ We don’t want to step on any
judge's toes before trial,” Wells
said, noting that seven different
district courts have outstanding in-
dictments against Lucas.
"We think this will help ex-
pedite the determination of all of-
fenses,” Wells added.
A multi-state law enforcement
conference was held in Louisiana
in October in an effort to coor-
dinate the many states and law en-
forcement agencies interested in
trying to determine if Lucas or
Toole might be involved in
outstanding murders in their
states.
Wells said the Texas conference
was not in response to the Loui-
siana one, but simply answering a
new request for help which was
not expressed until Sheriff
Boutwell spoke up.

bied the Montague County Com-
missioners Court for designation
as the county's "number one”
farm to market road need for
1981.
Then the residents stormed the

October of the 1982 murder of his

stand trial in January for the
murder of an unidentified woman.
The 47 year old drifter, who
was found guilty in 1960 of
murdering his mother, is currently
under indictment for nine other
1 exas murders and is a suspect in
23 other Texas cases

The Internal Revenue Service,
however. has some words of ad
vice on the subject, too.
Working toward tax reform cer
tainly is not illegal the IRS points

in the tax laws is the right of every
individual, as is arranging one's
affairs to pay the lowest possible
tax within die law. Also, if you
hold securities so as to have a long
term instead of a short term
capital gain. the law supports your
move.

in a scheme that results in the

your 1983 gross income from far
ming, you have until Monday,
January 16.1984. to make a 1983
declaration of estimated tax and to
pay any taxes due.
However, according to the IRS,
farmers who plan to file their 1983
income tax return and to pay the
total tax balance by March 1,
1984. are not required to make an
estimated tax declaration.
