permitted to enter on the payment ef the domestic duty—an

sand eight hundred and forty-two,, there shall be laid on all
vessels which may enter any port of the Republic from any

A reform in the present constitution wl lie zealously advocated
it is radically defective-unsuited to itokrtimes and the country ; it
was framed in haste, and without that ellberation whieh should be-
long toa charter upon which the rights and liberties of a people are
fomnded. Its delects will be pointed out from time to time, and the
collisions that daly arise between the different departments of the
government;—which as a consequence, introduces anarchy and
confusion, render the administration of public justice, and the rights
of persons and property, insecure.
Arguments and examples will be introduced, to prove that Texas
can never prosper as a nation, until the contests arising from disputes
and uncertainty about land titles, shall be adjusted. Such measures,
will be supported, as are best calculated to cause a speedy and just
settlement of this vexed question.
