the new law regarding the taking out
of charters went into effect the num-
ber of new corporations. Instead of de-
creasing. as was expected, has stead-
ily inereased, and a new record has
been established. Not quit* 2.000 char-
ters have been taken out since July 12.
1907. when the more restrjcive meas-
ures went into effect- By July 12.1909,
it is believed that fins number will
have been . materially increased. Since
the present constitution was adopted
over 20,000 charters have been taken
out, the number during the past two
years being one-tenth of the total for
the past thirty-five yearF.

It is expected this measure will re-
celVe early attention, however.
Opinions differ as to how long the
discussion of the tariff bill before the
house may continue under the order of
general debate, but most members pre-
dict that the end will be reached by
Wednesday. The long hours proposed
will rapidly exhaust th« general
speeches and there will bo a cessation
of oratory under this order as soon
as a decision regarding the procedure
under the five minute rule can be
reached
