Panola County Commissioners often are criticised by the
public for various actions.
But Panola County citizens should take note that on Mon-
day, our commissioners acted in the best Interest of the
community in approving a special appropropriation for
Panola General Hospital, as described on page one.
In requesting the financial assistance from the county,
the hospital's board of managers had said the money not
only was needed to help the hospital over a temporary cash
flow pinch, but also to show community support for main-
taining first class medical core locally.
Without the funds advanced by the county, the hospital
could have been forced Into a situation of having to lay off
many well-qualified employees.
And it was never stated publicly, but there were reports
that some of our local doctors might have moved their prac-
tice elsewhere if the scope of the hospital's operations had
been cut back substantially, as was suggested at one point.
Not only would this have reduced the scope and quality
of medical care available locally. It also would have made it
impossible to attract new physicians and other health care
personnel to improve and expand local medical service.
With some of the physicians who have been caring for
Panola County citizens for generations now nearing
retirement, the hospital board had begun attempts to
recruit additional doctors to the community even before the
1983 hospital deficit developed - mainly because of a shor-
tage of patients due to a shortage of doctors.
If commissioners had failed to respond to the hospital's
current financial needs, the effort to attract new doctors to
the community could have boon expected to be futile.
Hospital board chairman F.R. "Rudy" Youngblood had.
said that the assistance from the county treasury at this
time would mean the difference between the community
continuing to have quality medical service available locally,
or falling into a spiral of decline which not only would effect
medical care, but the entire economy of the county.
Commissioners could see some room for improvement in
some aspects of the hospital's operations, such as the need
for more effective action to collect post due accounts.
But taking all things into consideration, they now have
approved a total of 8204.836 to aid the hospital since
December - which is virtually everything the hospital has
requested, and which, coupled with 8160,000 received in a
hospital loan from a Panola Nursing Home reserve fund,
more than offsets the hospital's reported 8297.678 deficit
for 1983.
At election time, some people may tend to remember the
commissioners' initial postponement of action on the
hospital's fund requests, but fail to remember that they
finally approved the money needed by the hospital.
That would be unfair to commissioners Carl Hendrickson,
IO Noil. Leonard Jones and Roland Davis. and County
Judge Ruff Woll.
The commissioners. In a series of budget actions which
climaxed Monday. have done what was necessary to
guarantee continued full-scale operation of the hospital
and maintaining a good quality of health care for Panola
County citizens.

situation and action to solve the hospita’s financial

When President Ronald Reagan announced Sunday that
he and Vice President George Bush will seek re-election, he
said they "would like to have your continued support and
cooperation in completing what we began three years
ago."
"We have to do more in creating jobs, achieving control
over government spending, returning more autonomy to
the states, keeping peace in a more settled world, and
seeing if we can't find room in our schools for God," the
President said.
We certainly support President Reagan's efforts in these
areas.
And even in traditionally Democratic East Texas, we
know a lot of people who share our fool) that Ronald
Reagan has been good for the country dur is first term
and deserves re-election to continue the , ogress being
made in coping with the nation's most crucial issues.
It looks to us like another year to split the ticket in East
Texas as many voters will be supporting Reagan and Bush
while casting ballots for Democrats for most of the other of-
fices up for election this year.
This is because President Reagan certainly deserves bi-
partisan support in his efforts to regain for all Americans
the security which comes only with a stable economy and a
world at peace.
Not since Kennedy, Eisenhower and Truman have
we had a president who has shown as much ability as
Reagan to cope with both domestic and international
issues.
But the Reagan Administration has managed to do well
on both of the two most important national goals: main-
taining peace and a stable economy at the same time.
And whatever we do not like about how the president
has handled some of the issues of less magnitude, his suc-
cess on the goals which really count the most warrants sup-
port for his re-election.
Some may say he is too old for the job, but younger men
who have occupied the Oval Office during the past two
decades have not been as strong a leader as Reagan con-
tinues to be, even of age 73.
And Texas voters, especially, should realize that even if
Reagan's health were to fail during his next term, Vice
President George Bush is better qualilied to run the country
than any of the candidates the Democrats are offering us
this year.
Hod Reogan not sought a second term we would hove
been left without anyone other than Bush who has demon
strafed any real ability to accomplish much to show the type
of qualifications needed for the leader of America and the
free world.
None of the Democratic presidential hopefuls has been
able to emerge as the type of candidate East Texas
Democrats can really get excited about and rally behind

Johnson type leadership in this year's crowd of senators
and preachers who would like to be president
Some people, especially the Democrats who would like
to be president, have criticized Reogan over the Marines
being in Lebanon
But we believe Lebanon and the recent Grenada action
ore proof that Reagan has the guts and the wisdom to
negotiate peace from a position of strength
Reogan is the first president since Kennedy in the Cuban
missile crisis to prove that America continues to be the land
of the free and the home of the brave and that we will do
what is necessary to keep it that way for us and our allies
as well.
