head said "We must strive
in the Legislature to meet
the needs of the people of
Texas without adding to the
coat of government "
Rep Whitehead express-
ed his belief that the
bureaucracy should be
trimmed wherever possi-
ble "I believe this can be
done without curtailing
needed services to the peo-
ple," the District 15 legis-
lator said
Rep Whitehead also had
comments regarding his
committee assignments,
particularly the position of
Vice-Chairman for Appro-
priate Matters of the
Committee on Health Ser-
vices
"I am delighted with
House Speaker Bill Clay-
ton's confidence to allow
me to write the mammoth
budgets for the Depart-
ment of Mental Health and
Mental Retardation, the
Department of Health, and
several other related agen
cíes," Rep. Whitehead
said Total budgets for
these agencies should be
well over $1 billion.
"The Sub-Committee for
Appropriative Matters of
Health Services, of which
I am chairman, has airea
dy scheduled the first of its
budget hearings during the
week of January 29," the
legislator said
Rep Whitehead also ex-
pressed his gratification
with the response to his
questionnaire which was
distributed to the voters of
District 15
"It is so important to me
to know what the people of
the four counties in my
District want," he said.
"After ail, they elected me
to represent them in Aus-
tin."
Rep. Whitehead invited
anyone who did not receive
a questionnaire to write
him at P.O. Box 2910, Aus-
tin, Texas 78769, and one
will be mailed promptly.

Lignite coal is a less expensive fuel for
generating electricity tnan natural gas or
oil, But, on the other hand, a lignite-fired
generating plant costs twice as much to
build as an oil or gas-fired plant. But
regardless of the cost, power companies
must build alternate-fuel plants—to
decrease their dependency on gas and
oil, because due to shortages there may
not be enough of these fuels to assure you
of a dependable supply of electricity in
the future.
All of this means it now costs SESCO more
than ever to provide electric service - and
it will continue to cost even more in
the future.
