ALCOHOL and its effects on drivers is the subject under study as a team of professional race
car drivers take on enough alcohol to reach .10 percent blood alcohol concentration and then
tackle a driving skills course. The test was sponsored by the San Antonio Association of Insurance
Agents and conducted at Pan American Speedway by the Southwest Research Institute. Officials
say the test is a graphic demonstration of the fact that .10 percent blood alcohol concentration is a
level at which even professional drivers are unable to handle a motor vehicle safely.

“This has never been done in
Texas,” Gov. Smith said. “I
hope it will never have to be.
But if the coming Labor Day
weekend doesn’t see a record
better than the Texas likelihood
of over 50 deaths, we will have
to give this serious con-
sideration in the future.”
During the meeting, the
Governor’s office announced a
massive public education drive
to be implemented prior to and
during the Labor Day weekend
to remind drivers to “drive
friendly. ”
Another highlight of the
meeting was a report on drunk
driving tests made last month
at Pan American Speedway in
San Antonio. The tests were
supervised by the Southwest
Research Institute’s Depart-
ment of Automotive Research
in support of the Governor’s
Traffic Safety Program. They
were an outgrowth of a program
initiated by the San Antonio
Association of Insurance
Agents.
“The demonstration revealed
that. 10 per cent blood-alcohol
content, the presumptive limits
for intoxication. is entirely too
generous.” said John Clark.
SWRI director. During the
tests, professional race car
drivers consumed controlled
amounts of alcohol and their
driving skills were carefully
tested. “Three of five driver’s
proficiency was severely im-
paired, and the fifth was
making five to 15 times more
driving errors than when he was
sober,” Clark said.
“Although all five were
professional drivers, they would
have been a hazard to them-
selves and other drivers had
they been on the public high-
way,” Clark concluded.

the sponsoring Insurance
Association, said “It is time for

Austin—Colonel Wilson E.
Speir. director of the Texas
Department of Public Safety,
today estimated that traffic
accidents over the Long Labor
Day weekend will claim 52 lives
in the state.
Speir called for motorists to
avoid drinking while driving,
avoid fatigue, and modify their
driving speed in accordance
with expected heavy traffic
conditions.
In an effort to hold the toll
down, the DPS and local law
enforcement agencies, in
cooperation with the news
media of Texas, will conduct
“Operat ion Motorcide"— a
public awareness program
designed to focus attention on
the traffic problem. Special
reports on fatal traffic ac-
cidents will be prepared at DPS
Headquarters and released
three times daily during the
holiday period which runs from
6 p. m. Friday, September 3, to
midnight Monday, September 6.
All available uniformed of-
ficers of the Department of
Public Safety will be on the
highways during the holiday to
enforce state traffic laws, and
maximum use will be made of
radar and breath testing in-
struments. Speir said DPS
personnel would do all possible
to keep traffic flowing smoothly
and safely on this final holiday
weekend of the summer.

Lost This Year
Austin—“Texas citizens are
being killed in lots of three,
four. five, six at a time.” Gov.
Preston Smith said today
during a meeting of the
governors traffic safety
committee. “It is hard to
believe that a system of trans-
portation we take for granted
can take such a toll of tragedy.”
he said.
The governor told the com-
mittee members that the traffic
deaths in Texas as of last
Friday, were 84 above the
number a year ago. He said that
traffic deaths so far this year
numbered 2,109 compared with
2.025 at this time last year.
This rise is “in spite of in-
creased enforcement,” the
governor said. It is also in spite
of “a deluge of television ex-
posure provided as public
service by our television
stations, almost constant radio
contact with the driving public
in English and Spanish, and
full newspaper coverage plus
the ingenuity of the media of
Texas.”
The governor singled out
speeding and drinking as the
cause for many of the accidents.
"Head-on collisions on state and
rural highways and fatal ac-
cidents on interstate highways,
supposedly the engineered
answer to safe driving, are up 24
per cent over the same period
last year,” he said. “Most of the
incidents on interstate high-
ways are one-car accidents
where excessive speed and the
likelihood of alcohol in-
volvement are evident.
The governor said he has
given serious consideration to
declaring a state of emergency
on three-day holidays and
calling out the National Guard
