Over the years, the cemetery main-
tenance has been financed through
the City of De Leon’s General Fund,
which is funded by tax collections.
Cemetery maintenance requires
considerable expenditures, and the
City may not have funding necessary
to keep the cemetery neat.
Not knowing what could and prob-
ably will happen to cemetery mainte-
nance in the future, a group of citi-
zens came to the City Council in
1986 and asked that a plan be set in
motion to assure funding in the future
forarespectful maintained cemetery.
They also asked that the funds raised
be protected by a charter amendment,
so that it could be used only as desig-
nated. Since the City operates under
a charter, it can only be amended by
the majority vote of its citizens. This
amendment was prepared by the City
Attorney and passed by a majority
voteofDeLeon’scitizens. It became
