Senator reports on session
hy STATE SENATOR ROY BLAKE
The 70th Legislative Session was a
i isy one for me even though we
failed miserably in solving our
financial problems. The Ad-
ministration Committee, which I
Chair, presides over the Senate
when we pass Local and Uncon-
tested legislation. Over six hundred
t i 1 Is of this na ture passed.
Local bills are bills which have no
statewide impact, but are important
to the people in counties and cities. I
sponsored and passed a number of
bills of this nature. Several affected
only Polk County. One provided for
the dissolution of the Corrigan
Hospital District which has no
hospital, and another did the same
thing for the Livingston Hospital
District which has leased its hospital
t) a private corporation. Another
created the office of Polk County
Criminal District Attorney which
gives Polk County a full time
prosecutor for its three District
Courts and County Court-at-Law. I
worked with Representative Allen
Hightower in passing these bills.
I also carried several bills which
were important to Anderson County,
and worked with Representative
Cliff Johnson on the passage of
them. One of the bills provides for
the creation of the Anderson County
Underground Water Conservation
District. Another expanded the
jurisdiction of the Anderson County
Court-at-Law in order that it could
hear workers' compensation cases
A bill was passed at the request of
the Anderson County District Attor-
ney which was not strictly local, but
was one that was needed. Itprovides
for the defense of district attorneys
by the Attorney General in federal
courts in cases involving lawsuits
filed by prisoners. Since Anderson
County has several prisons, this bill
should prove to be a big help
Representative Johnson and 1
worked together on a bill which will
have a positive impact on Cherokee
County and the surrounding area,
and help with our prison crisis as
well. Both Representative Johnson
and I worked closely with County
Judge Emniett Whitehead in getting
this much needed legislation passed
which will make better use of our
state facilities at Rusk State
Hospital and help solve some of the
over crowded problems at the Texas
Department of Corrections
We also sponsored legislation
which allowed the Department of
Mental Health and Mental Ketar
dation to sell ten acres of land to
Cherokee County o.i which to build a
jail.
I worked with Representative
Billy Clemons to secure passage of a
bill relating to membership and
compensation of the Angelina Coun-
ty Juvenile Board We worked
together on another bill which
provides for county regulation of
trash haulers Although this bill is
not purely local, it was suggested by
a number of citizens who want to
keep Angelina County beautiful and
clean.
Representative Jerry Clark and I
teamed up to pass a bill which allow s
for the creation of the Rayburn
Country Municipal Utility District if
it is approved by the voters
A section of Recreation Road 255
between Highway 87 and the Jasper
County line is heavily traveled by
residents and by tourists and spor
tsmen who go to and from Toledo
Bend Reservoir Livestock has been
allowed to roam on this roadway
because the Highway Department
has never accepted RR255 as a
highway A hazardous condition
exists on this roadway because of
the livestock I worked with
Representative Ron Ia'wis to pass a
bill t" make this section of RR255 a
state highway, and this bans the
policy of allowing livestock to roam

whose districts lie partially oi
totally within the boundaries (if

majority of these bills which 1 have
discussed are of little statew ide im
