Outback residents spent sev-
eral days in confusion as city
sewage repairs closed campus
parking lots and reinforced
parking violations, causing ve-
hides to be towed and warn-
ings to be issued. The univer-
sity was not notified by City
Public Service in time to warn
students about the repairs,
causing the confusion.
On Jan. 23, the Physical
Plant was notified by the city
to close parking lots N and O
in the Outback so city con-
struction workers could dig in
the area and put in cables.
That message was sent to
Karen Ditzler, director of Resi-
dence Life, who forwarded the
information to Assistant Di-
rector of Residence Life Lisa
McDougle, who was respon-
sible for informing students.
At approximately 7:30 p.m.
on Jan. 23, resident assistants
in the outback received
McDougle’s message regard-
ing the barricading of parking
lots. They proceeded to make
door to door calls to alert all
students that were home of
the situation. Flyers were also
posted on Thursday to inform
those who were not contacted.
Over the course of the week-

Government Association
meeting of 1992 on Jan. 28,
the upheaval thathad plagued
the Executive Council in 1991
continued.
While planning on accept-
ing nominations for the va-
cant executive vice president
post, President Villarreal was
and that it was therefore time
to move on.
Faced with two of the four
members of the executive
council seats open, Villarreal
accepted nominations for the
impeached Sam Albina’s
former post while praising
Johnson’s work.
“In my service to SGA, I
think Karen Lee was the best
VP of Internal Affairs that the
SGA has seen. Karen knew

Villarreal promised to work
swiftly to replace Johnson.
After the nominations,
Villarreal delivered his “State
of the SGA” address on the
same day as Bush’s State of
the Union address.
In the address, Villarreal
called attention to the legisla-
tive inaction of last fall’s SGA.
He proposed two solutions, ei-
ther a constitutional overhaul
or a new parliamentary sys-
tem.
The Albina impeachment
situation called Villarreal’s at-
tention to the constitution.
“We all saw at that point that
there were really some seri-
ous problems with the consti-
tution. And at that point I
decided that when we finished
the Albina affair that we would
move on and look very criti-

end, several warnings were
given to students for parking
in fire zones, but students were
not informed as to where to
park their vehicles. Richard
Manis, University Police
spokesman, noted it was obvi-
ous to the students that the
lots were closed and should
not be used. Also, there were
no cars in the lots and several
were parked on Rattler Drive.
Two vehicles were towed
from lots N and 0 on Jan. 25
during the 11:00 p.m. — 7:00
a.m. shift due to a direct viola-
tion of the Texas Traffic Law
Art. 6674u, which deals with
disregarding or tampering
with barricades Both vehicles
had received over six viola-
tions previous to the towing
and were blocking a fire zone.
Manis revealed that there is a
traffic appeal office to which
students may appeal. He went
on to say that the towings were
completely within the realm
of police duties to enforce local
and state laws, as well as uni-
versity regulations.
Manis said the Residence
Life request was adhered to
and only extreme violators
were acted upon. Addition-
ally, he believed the confusion
was mainly due to a void in the
communication lines at some
point.

St. Mary’s undergraduate,
graduate, and law students
will be facing another tuition
increase in the fall. The Ex-
ecutive Council has already
approved the recommenda-
tion , but it will not be fin alized
until Feb. 15. The Board of
Trustees’ Finance and Execu-
tive Committees must then ap-
prove the proposal. The final
decision will rest with the full
Board of Trustees. The Rev.
John Moder, S.M., University
President, said, “We’re only at
the recommendation stage.”
Last year’s tuition raise was
eight percent. This year it is
expected to be more.
The rise in tuition is due to
the costs of salaries for faculty
and staff and the cost of utili-
ties maintenance on campus.
Sixty-five percent of the ex-
penses lie with faculty and
staff salaries and ben efits. Dr.
