State ready to crack
down on holiday
drunk drivers
As thousands of Texans get
ready to enjoy the last major
holiday of the summer season,
the Texas Department of
Transportation expects a sig-
nificant spike in the number of
motorists on Texas roads and
highways during the upcoming
Labor Day weekend.
With an increase in overall
traffic comes an increase in
alcohol-related crashes, inju-
ries and fatahties.
"Every year, there's the typi-
cal increase during the holi-
days,' said local DPS Trooper
Steven Hodge.
"We're looking for chunk driv-
ers; looking for the typical signs
of weaving, not being able to
stay on the road, etc.
"Most of them we find on
routine patrol," he said.
TxDOT is putting drivers
on notice: if motorists chink
and chive during the upcom-
ing Labor Day holiday they're
asking for trouble. TxDOT is
joining the National Highway
Traffic Safety Administration,
the TexasDepartmentofPubhc
Safety and local law enforce-
ment organizations statewide
to get chunk chivers off the
roacl.
Campaign Components
During three weeks that
commenced Aug. 19 and cul-
minates Sept. 5, Texans will
see and hear plenty of remind-
ers about the consequences of
impaired chiving in English
and in Spanish in the form of
new billboards and new tele-
vision and radio public service
announcements.
Here's The Law
In Texas the legal limit for
intoxication is. 08 BAG (blood or
breath alcohol concentration).
However, chivers canbe stopped
and cited when impaired clue to
alcohol or other chugs regard-
less of BAG. Whether you're the
driver or the passenger, you can
be fined up to $500 for having
an open alcohol container in a
vehicle.
For the first DWI (Driving
While Intoxicated) offense,
chivers can receive up to a
$2,000 fine, and coulcl spend
three clays to 180 clays in jail.
A first-time offender coulcl
also lose his chiver s I icen so
up to a year, and pay a $1,000
annual fee for three years to
retain his chiver s hcense.
A second DWI offense coulcl
subject the driver to a month
or up to a year in jail; up to
a $4,000 fine; and cause the
driver to lose his license up to
two years.
For a third offense, a chiver
can expect to pay up to a $ 10,000
fine; spend two to ten years in
prison and lose his driver's
hcense.
After two or more DWI con-
victions in five years, motorists
must install a special ignition
switch that prevents the vehicle
from being operated if they've
been chinking.
Facts on alcohol use on
Texas highways
•Every day, drunk drivers kill or hurt
more than 70 people on Texas roads.
•Texas still leads the nation with more
than 1,700 alcohol-related traffic deaths
every year.
•In 2003,47 percent of all trafficfatali-
ties in Texas involved alcohol, compared
to 40 percent for the nation.
• On average, someone in Texas dies
in an alcohol-related traffic crash every
five hours.

Trooper Hoclge saicl that
despite stiifer penalties, chunk
chiving continues.
"We're still getting chunks,''
he saicl.
However, the trooper
believes the fines are gradu-
ally making an impact.
"When you reach into their
pocketbooks, it makes them
think twice," he saicl.
A person arrested for DWI
while carrying a child on board
is subject to even greater pen-
alties.
Drivers can be charged with
child endanger ment for chiving
while intoxicateclif they're car-
rying passenger s younger than
15 years old.
A DWI with a chilclpassenger
is a felony and punishable by
a fine of up to $10,000; up to
two years in a state jail and the
loss of a driver's license for six
months, according to informa-
tion released by TxDOT.

JISD School bond opponents
form group
A newly-formed Jacksonville group,
Citizens for LowerTaxes, met Aug. 23 at
the Woodmen of the World hall todiscuss
JISD's upcoming bond election. Robert
Douglas, spokesman, said 40 people
showed up for the meeting. An informa-
tion sheet released by the group shows
that the organization was formed to show
opposition to the proposed items to be
accomplished if the $62.5 million bond
is passed in the election set for Sept.
17 at the city's public library.
Although a date has not been set for
the group's next meeting, Douglas said
that information will soon be posted, in
hopes that others will join to show their

support for the group's stance.
Douglas also encourages voters to
remember early voting is setforAug. 31
through Sept. 13 at the senior citizens'
center.
Other early voting dates and sites
include: 5:30 p.m. to 7 p.m., Sept. 1,
East Side Elementary; 5:30 p.m. to 7:30
p.m., Sept. 6, Joe Wright Elementary.
Also, 5:30 p.m. to 7:30 p.m., Sept
8, Fred Douglass Elementary; 5:30
p.m. to 7:30 p.m., Sept. 12, West Side
Elementary and 6 p.m. to 8 p.m., Sept.
13, Jacksonville High School.
Stella Hill Library returns to
regular fall schedule
The Stella Hill Memorial Library in
Alto will return to regular hours begin-
ning Aug. 15.
The library will be open on Tuesdays
1-5p.m.; Thursdaysl -5p.m.and Sat-
urdays 9 a.m. -1 p.m. The library phone

MILITARY
Vestal begins apprenticeship
Air Force Airman Brandon R. Vestal
has arrived for duty at Malmstrom Air
Force Base, Great Falls, Mont.
Vestal, a security forces apprentice
with one year of military service, is
assigned to the 741st Missile Security
Forces Squadron.
He is the son of Johnny Vestal of
Hull, and Tonna Goree of Rusk. His
wife, Ashley, is the daughter of Bobby
Key of Livingston.
The airman is a 2003 graduate of
Rusk High School.
