the proposed health planning
guidelines issued by the
Department of Health Educa-
tion and Welfare on October

of his comments that may be of
merest to the specific concerns
you raised in your letter to me
earlier this year
Regarding rural hospitals:
HEW will expand the process
and standards by which

hospitals in rural areas so that
that guidelines do not force
hospitals to go out of business
Regarding obstetrical units

Health Clinics Bill, which I

Senate and the House and has
recently been signed into law by
the President This bill
determining the availability of
health services to meet the vast
spectrum of Texans' medical
needs is ecnomically unfeasible
it some cases and cannot
possibly serve in the best
interest of our communities
I nfortunately. the recently
published guidelines fail to
indicate what if any exception
may be made in the final
regulations for the unique rural
health care delivery problems
if indeed HEW recognizes the
need for flexibility in establish-
ing regulations t: govern health
care programs m a wide variety
of geographic and population
areas the regulation guidelines
should elaborate in greater
detail and address these
differences more specifically
I appreciate the acme
