enacted that are improving the
malpractice insurance crisis
that hospitals faced just a short
while ago!’
It was indicated by Hurst
that THIE now insures 103
hospitals containing over 6000
beds. It was pointed out that
this means that Texas hospitals
have a reasonable and reliable
market for their liability
insurance needs.
Hurst stated "this has not
been easy to accomplish. One
of the big factors in the success
of THIE has been the Loss
Control Services. This involves
a detailed inspection of the
hospital to identify all potential
hazards. Through this ap-
proach. the hospital’s manage
ment can take constructive
steps to minimize hazards and
reduce losses!’
It was pointed out that
Governor Briscoe, Lt. Governor
Hobby, and House Speaker Bill
Clayton, have taken note of the
accomplishments in hospital
professional liability insurance
in letters to THA President
Hurst. The Governor’s letter

Exchange is an allied insurance

NFS Grant Given
To Prairie View
For Science Project
Prairie View A&M Univer
sity has been awarded a grant
of $12,290 from National
Science Foundation to conduct
its nineteenth six week sum-
mer science project in
chemistry on June 4-July 16.
1978. The project is one of 150
Student Science Training
Projects to be conducted in 42
states, the District of Colum-
bia. and Puerto Rico that offers
science-oriented high school
students a broadening and
enlightening experience with
university level instruction and
laboratory training. Approxi-
mately 5450 high-ability stu-
dents from throughout the
United States will participate in
scientific research and study
projects under grants awarded
by NSF.
I he project at Prairie View
will offer a program in
chemistry dealing with basic
concepts, special topics, and
interrelated laboratory experi-
ments in both classical
chemical and instrumental
methods of analyses. Students
will prepare cassette recording
and color slides of laboratory
work for presentation in a
seminar and for use in their
high schools. The twenty-five.
1978-1979 high school seniors
to be selected, without regards
to race, color. or creed, will
reside on the campus, and they
will enjoy the full impact of
university living. Student
selection will be based on
scholastic ability, scientific
motivation. mathematical com-
petency and the completion of
one year of chemistry.
There will be no cost to
qualified students selected to
participate in the project.

ance Exchange (THIE) and the
Texas Hospital Association
(THA) has announced that
substantial improvement has
been made in the availability
and cost of Hospital Profession-
al Liability (malpractice) insur-
ance.
In making the announce-
ment. O. Ray Hurst. President
THA. Austin, said "the
progress that has been made in
the availability and cost of
hospital professional liability
insurance is outstanding. In
1977, THIE operated with less
losses and expenses than
actuaries had expected or
predicted Because of this, the
company refunded an amount
equal to 9% of annual
premiums to the hospitals
purchasing insurance from
THIF. To us, this represents a
major turnaround in the
hospital malpractice insurance
field!’
Hurst went on to say "just 18
months ago when THIE was
formed, it was because other
insurance carriers were not
willing to write or renew
The Nuclear Regulatory
Commission Office of Nuclear
Reactor Regulation has issued
a-draft supplement to the Final
Environmental Statement
(FES) issued in November 1974
in connection with Houston
Lighting and Power Company’s
application for a permit, to
construct the proposed Allens
Creek Nuclear Generating
Station in Austin County,
Texas, just west of the Brazos
River, about 45 miles west of
Houston.
The Supplement reconsiders
the environmental impact and
adverse effects of the proposed
station in view of project
changes resulting from the
deferral and subsequent re-
scheduling of Unit I and the
cancellation of Unit 2 of the
initially proposed two-unit
station for the Allens Creek
site.
As proposed. Unit 1 of the
station will use a boiling water
reactor and will have an initial
net electrical capacity of about
1200 megawatts. The exhaust
steam from the plant will be,
cooled by water taken from and
discharged to a cooling lake
using makeup water from the
Brazos River.
Major changes in the station
design since issuance of the
original IIS include a
reduction in gross electrical ,
generating capacity from 2400
to 1200 megawatts and a
reduction in the surface area of
the proposed cooling lake, the
number and size of associated
facilities, and the estimated
water use requirements. Also,
the radioactive and nonradio-
active waste systems have been
redesigned to meet regulations
now in effect.
The NRC Staff is seeking
comments on the Draft
Supplement from the Federal,
state and local agencies as well
as interested members of the
public. After consideration of
the comments, a Final
Supplement will be issued.
Comments on the draft
supplement should be sent by
April 17, 1978. to Nuclear
Regulatory Commission,
Washington, D.C. 20555.
