many of those hardest hit by past inflation -- the elderly,
in particular - often find it necessary to cut monthly ex-
penses by moving into less expensive homes or apartments.
Many find they are eligible for, and take advantage of,
public housing - apartment or housing complexes which
receive funding from the federal government.
Although the monthly rents on these units for the most
part are much lower than which they have been paying, a
move into public housing can be an unsettling experience -
particularly for the elderly who must give up their pets before
making the move. Neither the Department of Housing and
Urban Development (HUD) nor the Federal Housing Ad-
ministration (FHA) have any regulations dealing with pets
in buildings insured by the FHA or subsidized by HUD.
Whether to allow tenants to own pets is the decision of the
building owner or manager, not the Federal Government,
leaving a wide degree of discretion for local housing pro-
. jects, which in most cases has resulted in a blanket no-pet

Many other studies affirm the benefit of the pet-owner
relationship for older citizens. One which bears mention-
ing here is a program at Pennsylvania State University where
65 rural elderly people, nearly half of whom live alone, were
given pets. This program has shown that the pets sparked
dramatic transformations, and in some instances had actual-
' ly helped severely disabled people to rise above their hand-
icaps and helped depressed people to become more socially
active.
The evidence from these, and other studies, is dear:
pets are important to their elderly owners and influence their
emotional and physical health. I am very pleased that the
other members of the Senate Banking Committee have
recognized the important role played by pets and have joined
me in supporting this amendment. I am hopeful that the hill

Ofttimes people travel only along the main
highways and thoroughfares and catch glimpses of
the patches of blue, red, purple and yellow as they
drive along their merry way to and from trips
through the area.
We can thank Mother Nature for enticing the
folks into the sereneness of the rural communities
and showing them how beautiful the country really is.
Maybe we should all plant more ‘bonnets,

the areas where the public power com-
panies (“the light companies”) said it was
impossible to bring electricity.
Now look what has happened. The
light companies started fighting REA
because it was successful. It was un-Amer-
ican for the government to sponsor rural
electrification, they said. It should be left
to private enterprise, they said. (It had
been left to the light companies for years).
Today you can find kerosene lamps
but you can’t And them in use. They are
kept as antiques or for possible use in
emergencies (when the power lines are
down).
REA just might be the greatest
achievement of the Roosevelt administra-
tion.
But REA in Texas, where I have some
knowledge, has become so successful that
it is hard to tell an REA company from a
public-owned utility, as they call them-
selves. All have to make a profit, and most
appear to believe that the bigger the proAt
the better off they are “to serve the
people!’
And that may be true. But the people
they serve may not be so well off. And
REA is not supposed to show a profit if it
does not profit its members, supposedly
the people who own REA.
Reading the last issue of the “Co-op
(REA) News, I got the impression Texas
REA thinks Governor White is all wet for
opposing their passing on “fuel adjust-
ments” to the customers. Yet it is a proba-
ble fact that any company guaranteed a
profit eventually will concentrate on bill-
ing for bigger profits.
