misdemeanor punishable by a fine of

favorably. Mr. W ilder moved a suspen-
sion of the constitutional rule to ass it,
which was agreed to, but on motion of
Mr. Bewley, the vote was reconsidered to
allow him to offer a substitute, which
was adopted for the original bill.
It was then moved to recommit, and
on division, the vote stood 3 ayes tu :2
nay -, and the bill was recommitted by
the casting vote of the Speaker.
The passage of die House bill requir-
